I spent several years studying the situation which began with Paul
Benniwitz and which eventually (sadly) turned principally into an affair
of the Bill Moore camp. I felt that I had gotten to know Paul fairly well
but was cut off with others when he suddenly changed his telephone number
and stopped communicating. This was -very- shortly after he had a meeting
with John Lear (although I don't know exactly what, I still feel there is/
was a connection) and was just prior to John bursting onto the scene as a
-big name- in ufo circles. So, much to my regret it has been a few years
since I last talked to Paul... But I have substantial files he sent me and
have seen his pictures.. and I am convinced beyond a doubt that he had/has
evidence of something altogether different...and that is what started his
problems.
 That is a story in itself, but is to hopefully support the fact that I did
do a lot of leg work, telehone work, rechecking, and flying to Albuquerque
to form my opinions. But I believe they are supported well by the facts.
I believe that Richard Doty was and always has been Bill Moore's primary
contact and that he (Rick) contacted Bill as a direct result of what Rick
learned that Paul had found out. I have to say that I now (after years)
have serious doubts that the 'astonishing' documents from Kirtland are actual
reports. I believe that their purpose was to get us to go after those
gee-whiz cases with a vengence (and boy did we ever!) while the primary
hard evidence was being tainted and diluted and obscured. This was the
films and tapes which Paul had gotten *originally*, before he really let
the AF know what he was doing. Much of my source material came from Lt.
Colonel (then Major) Earnest Edwards, the first person to talk to and
see Paul's evidence. He was the one who notified Doty. But where did
Richard Miller come in to the picture..and why did Doty go with him to
Paul's house? These were questions that came to be very significant only
after my friend Tommy Blann and I had spent a long time on this. Doty
refused to even tell me who put him in contact with Mr. Miller. Has
anyone ever wondered why there are no documents which went -from- AFOSI
in Washington -to- Kirtland AFOSI. I have never seen one written response
to any of the so-called Kirtland documents. I asked Rick how it was
possible that if he truly sent the official required report, no one so
much as told him to investigate, or even to ask if he was serious! His
response.."I, meaning AFOSI, did not investigate, but there were other
people involved." He just wouldn't say who.
 Not to go on forever..I would just like to add that I do believe that
Linda Howe is telling the truth in that Richard Doty brought her in to
an office and gave her some documents to look at. I spoke to Rick about
this and some very unique observations she had told me about were basically
verified by Rick. Curious things, like she felt the chair she was in was
'wired' because of the way Rick was acting, nodding his head, etc. Rick
tried to say that two of his supervisors were there and could verify his
version. But when I asked directly "were they in the room" he stutterd
and said "well, one was outside the door!"..he didn't go in to where the
other was. And why were 3 people necessary, 2 being secreted elsewhere,
just to hear Linda talk to Rick..there is more, but I have to vote very
strongly with Linda's version..I believe her based on my own instincts
and my own observations. This is such a tangled web, it is difficult to
relate in an understandable way..but I think this is just as it was
intended. The problem was Paul's initial (pre-1982) work, and the solution
was the Moore-Shandera/John Lear/Linda Howe...dancing bears-three-ring-
circus which kept us nicely diverted. Better quit while I can, and maybe
this will be of use to some who wonder...hope it's not to confusing.
