Jim Speiser ParaNet Alpha. 10/15/88 POSITION PAPER These are my positions on the TV show UFO COVER-UP LIVE, which was aired across the U.S. on Friday, October 14th, and on the supporting evidence and/or supporting documents. (A) To my knowledge and that of my sources SOME of what was revealed by CONDOR and FALCON was true and correct. The REST was misleading and/or TOTALLY FALSE and I believe that it was done for the most logical of reasons; 1. IT IS AN ELABORATE HOAX PROVIDING SOME TRUE INFORMATION X WILL BE REVEALED LATER WHICH WILL RESULT IN THE TOTAL DISBELIEF AND ABSOLUTE RIDICULE OF ANY TRUE INFORMATION WHICH MAY SURFACE IN THE FUTURE. THE MOST PRESTIGIOUS AND SUCCESSFUL UFOLOGIST (ROSWELL INCIDENT) MR. WILLIAM MOORE AND HIS ASSOCIATES, MR. STANTON FRIEDMAN AND JAIME SHANDERA, WILL BE TOTALLY DISCREDITED. THE EXPOSURE OF THIS HOAX WILL AUTOMATICALLY DISCREDIT THE ROSWELL RESEARCH AND ITS CONCLUSIONS. (I CONGRATULATE THE INTELLIGENCE COMMUNITY FOR A JOB WELL DONE. THIS IS ONE OF THE [BEST DIS]INFORMATION OPERATIONS THAT I HAVE EVER HEARD OF.) (B) I believe that IF THE MATERIAL WERE LEGITIMATE (IT IS NOT) either CONDOR and FALCON are asking to be killed or put away for a long, long time. It can ONLY be EXECUTIVE APPROVAL for the following reasons; 1. It is inconceivable that their identitys will not be or has not been discovered by Intelligence operatives over the years that Moore has claimed to have had this contact. I believe that their actions were dictated by their superiors. [Some] of the information was misleading or totally wrong according to my information which leads me to believe that it was planned. 3. A man who lays his life and future on the line might have only one shot and would, in my opinion, be prone to tell ALL OF THE TRUTH under the circumstances (THEY DID NOT). (C) I KNOW that members of the press could be taken to any area or base in Nevada and could be given carte blanche to look at anything, or in anything, or behind anything, or under anything and would [find noth]ing. In fact I believe the press could comb every square inch of the State of Nevada and would find no trace of any ALIEN presence. This could even provoke a new hobby in the State of Nevada; Drilling for ALIENS. I KNOW that the Government would not wish the ALIEN base to be overrun with tourists trying to get a look at the ALIENS as it would obviously be very dangerous for everyone concerned and would serve no purpose other than utter chaos. ANYONE WHO BELIEVES THAT THE TRUE LOCATION OF ANY ALIEN [BASE] WOULD BE REVEALED ACROSS THE NATION ON TV HAS ROCKS IN HIS TENNIS SHOES. If FALCON had attempted to disclose the true location of AN ALIEN base I sincerely believe that there would have been a sudden and unexplainable power outage at the TV station and when the lights came back on there would have been a scrambled body where a scrambled voice had been IF THERE WERE ANY TRUTH TO HIS STATEMENT AT ALL. (H) If what was revealed was really the whole truth it would have been not only silly but absolutel for the Government to hide the truth for all these years. MEN WHO OCCUPY HIGH COVERMENT POSITIONS ARE NOT STUPID. No believable logical reason for keeping the ALIEN presence a secret was revealed. Indeed, I do not believe ANY reason for keeping it a secret was revealed. It was not only a secret but was classified several levels above the 'H' bomb. Even a fool would have to ask; WHY? BECAUSE THE INFORMATION IS PART OF ONE OF THE GREATEST HOAX'S OF ALL TIME. (I) I CAN PROVE BEYOND A SHADOW [OF A DOUB]T TO ANYONE THAT MOST OF THE INFORMATION RELEASED BY WILLIAM MOORE ET AL, WHICH VALIDATES OR SUPPORTS THE EISENHOWER MAJESTIC TWELVE BRIEFING DOCUMENT DATED 18 NOVEMBER 1952 AND THE ACTUAL BRIEFING DOCUMENT ITSELF ARE OBVIOUS AND DELIBERATE FORGERYS. BEWARE....IN THE STYLE OF MR. WILLIAM MOORE AND IN HONOR OF THAT GENTLEMAN, I HAVE MADE ONE AND ONLY ONE ABSOLUTELY FALSE STATEMENT IN THIS DOCUMENT. I WILL NOT REVEAL THAT STATEMENT EXCEPT TO THOSE WHO CAN PROVE TO ME THAT IT IS FALSE. WHEN THE FALSE STATEMENT IS EXPLAINED TO MY SATISFACTION I WILL MAKE IT PUBLIC ALONG WITH THE NAME OF THE PERSON WHO FOUND IT. "Some" of you will enjoy this game as you play it endlessly. (J) ALL OF THE ABOVE MAKES NICE READING BUT NOW LETS GET REAL SERIOUS. In support of the HOAX THEORY, I present the following arguments: (1) There is a code at the head of the AQUARIUS TELEX that tells me that the information contained within is not to be acted upon nor in any way believed. In military jargon it literally means [an]ything that follows that code is "BULLSHIT". ____________ on the telex net informs all stations that the message CANNOT BE TAKEN SERIOUSLY. At the end of the message is a code which literally means that all that came before that code is "BULLSHIT". "WNINTEL IS SPELLED WINTEL and is incorrect. Telex is not in accepted format for a secret messege. Reference to "MJ-12" is fraudulent and will be explained later. Information is contained together in this telex that is not allowed to be contained in e message together. Reference to NASA is fraudulent as this would be handled by another agency with no connection to NASA. I will not reveal any codes here because I do not wish to endanger national security but I will reveal it to those who can prove to me that they are properly cleared to know this information (Good luck). Those of you who had specialtys in communications in the military service should have no trouble spotting it. You should also have no trouble spotting the code which tells us [to kee]p our mouth shut. I hope that you will respect the fact that I am loyal to my country. (2) The DATE/TIME GROUP AUTHENTICATION CODE in the AQUARIUS TELEX is missing and SOP (standard operating procedures) states that any message in this classification received in this manner must be authenticated, and until authenticated cannot be taken seriously. The code should follow _______ but it does not. This is not evidence of forgery but IS evidence that it SHOULD NOT BE BELIEVED UNTIL AUTHENTICATED. This document is not AUTHENTICATED therefore it is invalid. This code will not be revealed for the same reason cited above. Again anyone whose job was in communications in the military service will spot it easily. (3) The code which marks the beginning of a legitimate message is missing in the AQUARIUS TELEX. In my experience I have never known this to happen. Again, this telex is a forgery. (4) The AQUARIUS TELEX is classified SECRET BUT CONTAINS INFORMATION THAT IS Classified TOP S[ECRET] that is an absolute NO, NO. Again, forgery. (5) There are more violations in the AQUARIUS TELEX but I believe that I have listed more than enough to prove beyond a shadow of a doubt that it is an obvious and deliberate forgery. HINT!.....Any person who was a communications operator would recognize a very strange set of routing codes and find them very funny. I will tell you that the funny routing code tells anyone knowledgeable in military communications to keep their mouth shut about the hoax t the code is really a type of SLANG/GRAFFITI that was used a lot by enlisted men, and sometimes by officers. I had a lot of fun with a couple of UFOLOGISTS over that one. THEY STILL BELIEVE THAT THEY WERE TESTING ME. See if you can figure that one out. (6) The IRAN TELEX contains codes marking the beginning and ending of the message which do not exist and are fraudulent. This telex is an obvious and deliberate forgery. Narrative style is unprofessional and contains much superflous informatio[n con]sistant with this type of message. Information is not concise and even rambles. (7) The PERU UFO TELEX also contains a code which tells me that is not to be acted upon or in any way believed. Distribution codes are missing on my copy but may have been left out when transcribed and so I will attach no significance to this at this time. This information requires a security classification and none is indicated. This is a serious violation. I believe that it might possibly be a forgery. Communica[tions vet]erans would also find this telex humerous. A different code exists which tells experienced operators to refer to "keep your mouth shut". Again the information rambles and is not concise and to the point. (8) The EISENHOWER MAJESTIC TWELVE BRIEFING DOCUMENT is dated 18 NOVEMBER 1952 which is too far ahead of the time that he assumed office to be legitimate. Eisenhower had just been elected and anything could happen between the time of election and the time of assuming office which could invalida[te the el]ection. The launch codes which are used to invoke nuclear war are not passed until the new president takes office and the CONTROL GROUP information is classified higher than the launch codes. For many other reasons highly classified information is not released prior to inauguration. Information of this nature and even some information of lower classification is not released to the President Elect until he actually assumes the office. There are procedures in place to insure that nothing goes wrong [during] the transition. This has been made public knowledge on several occassions. One occassion that I can remember is the highly regarded series on PBS, which occassioned a large panel of former Presidents, Military Generals, White House Aides, Distinguished Members of the Press, ex Justice's of the Supreme Court, Cabinet Members, and other Government and civilian experts on the Constitution and the U.S. Democratic process, to discuss, on several programs the exact process. I believe that the panel of [distingu]ished Ladies and Gentlemen had absolutely no reason to lie. Briefings of this nature are normally prepared no earlier than 24 hours before the briefing is to take place and is constantly updated (if needed due to ongoing or changing events) right up until the actual time of briefing. (9) On 18 NOVEMBER 1952 a briefing for President Elect Eisenhower did take place at the Pentagon by the Joint Chiefs of Staff. A briefing on this information would have been conducted at the White House by members [of the CO]NTROL GROUP and would have consisted of members of THE CONTROL GROUP ONLY. This is because of the strict NEED TO KNOW ONLY regulations and proceedures, and because of the strict COMPARTMENTALIZATION regulations and proceedures regarding information of this type. The briefing at the Pentagon on 18 NOVEMBER 1952 was attended by only 1 member of the CONTROL GROUP (as stated in the document) by the documents own admission; General Nathan Twining. And again by the documents own admission and I quote, ER TO PRESERVE SECURITY, LIASON BETWEEN SIGN AND MAJESTIC-12 WAS LIMITED TO TWO INDIVIDUALS WITHIN THE INTELLIGENCE DIVISION OF AIR MATERIEL COMMAND WHOSE ROLE WAS TO PASS ALONG CERTAIN TYPES OF INFORMATION THROUGH CHANNELS", therefore if the document were legitimate, the presence of the other personnel at the briefing INVALIDATES the fact that ANY CONTROL GROUP information was discussed. IT IS PLAINLY STATED IN THE DOCUMENT THAT 2 PEOPLE AND ONLY THOSE TWO PEOPLE WOULD INTERFACE WITH THE CONTROL GROUP THAT ONLY THE CONTROL GROUP WOULD INTERFACE WITH THE PRESIDENT. IF THE DOCUMENT WERE LEGITIMATE THEN WHY DOES THE HISTORICAL RECORD STATE THAT NO SUCH BRIEFING TOOK PLACE? THE PART "PASS ALONG CERTAIN TYPES OF INFORMATION THROUGH CHANNELS" IS SOPHOMORIC AND NOT IN THE STYLE USED BY THE GOVERNMENT OR THE MILITARY. IN ORDER TO BE CONSISTANT IN STYLE THE SENTENCE SHOULD END AFTER THE WORD "COMMAND". MANY, MANY VIOLATIONS OF PROPER STYLE OCCUR IN THIS DOCUMENT. IF YOU PROCURE AND READ ANY REAL GOVE[RNMENT] MILITARY DOCUMENT YOU WILL KNOW EXACTLY WHAT I MEAN. The only conclusion which I am able to draw from this is that NO SUCH BRIEFING TOOK PLACE ON 18 NOVEMBER 1952 OR ANYTIME THERE AFTER (Until Eisenhower assumed the office of President if any briefing actually occurred at all.) IT IS EXTREMELY IRONIC AND MORE THAN INCREDIBLE THAT ANYONE WOULD FORGE A DOCUMENT THAT WOULD EXPOSE ITSELF IN ITS OWN WORDS, BUT I BELIEVE THAT IS EXACTLY WHAT HAS HAPPENED IN THIS CASE. Now kiddies it is revelation time NAME OF THE CONTROL GROUP IS NOT NOW, NOR HAS IT EVER BEEN "MAJESTIC", OR "MAJESTIC TWELVE", OR "MAJESTIC -12", OR "MJ- 12" IF IN FACT ANY CONTROL GROUP EXISTS AT ALL. THIS IS ABSOLUTE PROOF THAT THE DOCUMENT IS AN OBVIOUS AND INTENTIONAL FORGERY. The perpetrators of this hoax and others have played their game and now it is time for me to play mine. Lets see who is legitimate and who is not. When I jumped into this game I played along with them and even gave Mr. Friedman and others absolutely a[ccurate] information mixed with absolutely inaccurate information to see if they could tell the difference. THEY COULD NOT TELL THE DIFFERENCE. IN FACT THE TRUTH WAS REJECTED AND THE FALSE INFORMATION WAS ACCEPTED WHEN IT AGREED WITH THE FORGERYS. And again I have to say that the name of the control group is not and never has been "MAJESTIC" OR ANY OTHER POPULAR FORM OF THAT NAME. FINALLY, DIDN'T ANYONE WONDER WHY THIS DOCUMENT (ABOVE TOP SECRET, BRIEFING FOR A PRESIDENT, ALIENS AND FLYING SAUCERS, MEMBER [T]HE TOP BRAINS IN THE COUNTRY) DOES NOT DISCLOSE ANY INFORMATION AT ALL THAT WAS NOT PREVIOUS[LY] PUBLIC KNOWLEDGE. IN FACT MOST OF IT READS AS IF IT WERE TAKEN RIGHT OUT OF MOORE'S BOOK "THE ROSWELL INCIDENT". (10) I know that the PROJECT AQUARIUS document that William Moore claims was given to him by L. M. Graham is also an obvious and intentional forgery. The PROWORD (and security classification) for AQUARIUS is MISSING and does not appear on the cover page of the document. Errors of this nature [sometime]s occur but in all of those cases the erroneous documents are either stamped to correct the error or they are destroyed and new documents are issued. Documents on this level of classification are strictly controled and every copy is accounted for. The proword (and security classification) is not present in conjunction with TOP SECRET on either the top or bottom of pages 2 & 3 of this document, which again is a violation and would have been corrected. The PROWORD is THE KEY THAT WOULD place the cla[ssifica]tion of this information higher than anything else and without IT the document is just another TOP SECRET document. The only conclusion that I am able draw from this is that the document is an obvious and intentional forgery. I WILL NOT EVER REVEAL THE NAME OF THE CONTROL GROUP (IF IT EVEN EXISTS) NOR WILL I EVER REVEAL THE NAME OF THE PROWORD FOR AQUARIUS. JOHN LEAR AND I ARE THE ONLY ONES WHO KNOW THE TRUTH AND NOW WE WILL SIT BACK AND PLAY "WHO HAS THE CREDENTIALS GAME" FOR AWHILE. ITS OUR TUR[N. EVER]Y DOCUMENT YOU SEE WHICH USES "MAJESTIC", "MAJESTIC TWELVE", "MAJESTIC-12", "MJ-12", OR MAJIC IS A FRAUD! (11) It is my KNOWLEDGE that, because of the obvious and deliberate forgerys listed above, the TRUMAN MJ-12 MEMORANDUM (BECAUSE IT CONTAINS THE WRONG NAME AND IS TOTALLY LINKED WITH THE BRIEEFING DOCUMENT), AND THE CUTLER/TWINING MEMORANDUM DATED 7/14/54 ARE FORGERYS. ALSO CONTAINS THE WRONG NAME. THE CUTLER/TWINING MEMORANDUM DATED 7/13/53 IS GENUINE AND IS NOT A FORGERY. (12) A curious [and s]ignificant fact about all this is that some of the information contained in ALL of these documents is correct. This leads me to believe that William Moore is playing a dangerous game. This will ultimately lead to his total discreditation for some warped unknown reason of his own choosing, or he is being used in an elaborate COVERMENT HOAX that is scheduled to be exposed at some future date. The goal of this hoax IS to totally discredit MR. WILLIAM MOORE ET AL and any future attempt by anyone to pla[ce] true information before the public and the Congress. By using true information they are able to discredit true information. THIS IS EITHER A CLASSIC INTELLIGENCE OPERATION STRAIGHT OUT OF THE TEXTBOOK OR MR. WILLIAM MOORE IS THE GREATEST FRAUD OF ALL TIME. (K) THE FINAL CRUX OF THE MATTER IS THAT WHOMEVER EXPOSES THE HOAX FIRST STANDS TO BENEFIT THE MOST FROM IT. If the Coverment exposes the hoax first then the UFO community will be assigned to the catagory of NUTS, WHACKOs, AND LOONYs and any [m]ention of UFOs, ALIENS, and/or FLYING SAUCERS will be met with loud peals of laughter and total ridicule. We would not like that. If, on the other hand, the hoax is exposed by the UFO community, it will not only maintain its credibility but will gain in stature and esteem in the eyes of the public. The coverment, I believe, has taken the attitude that the UFO community is not that intelligent. I AM EXPOSING THE HOAX FIRST SO THAT WE DO NOT LOSE ANY CREDIBILITY. (L) I AM A LOYAL AMERICAN AND I [DESIR?]E TO SEE THIS NASTY SITUATION EXPOSED AS MUCH OR MORE THAN ANYONE BUT IT MUST BE DONE RIGHT, WITH INTEGRITY, AND WITH MORE RESPECT FOR THOSE IN THE COVERMENT WHO OPPOSE US. IT CAN NEVER BE DONE AS LONG AS PEOPLE PLAY THE GAMES THAT MOORE ET AL ARE PLAYING. IT CAN ONLY RESULT IN DISCREDITATION AND RIDICULE. NOW WATCH MY LIPS.....YOU CAN NEVER TRUST OR BELIEVE ANYONE WORKING FOR THE COVERMENT TO GIVE YOU VALID INFORMATION. I AM SURPRISED THAT MR. MOORE TOOK THE HOOK (UMLESS HE IS PART OF IT). TH[E COVERNME]NT WILL STOP AT NOTHING IN ORDER TO KEEP THIS INFORMATION SECRET. THEY HAVE ALL THE MONEY. THEY HAVE ALL THE RESOURCES THAT YOU CAN ONLY DREAM ABOUT. THEY ARE PROFESSIONALS. THEY ARE DEDICATED AND BELIEVE THAT WHAT THEY ARE DOING IS RIGHT. THEY HAVE BEEN PLAYING THIS GAME FOR MUCH LONGER THAN ANY OF US. FINALLY......THEY WILL LET US DEBATE AND LOOK AND PLAY AS LONG AS WE WANT BUT THEY WILL FIGHT TO THE DEATH BEFORE EVER EXPOSING ANY SECRETS. SMARTER MEN THAN US HAVE GONE OFF TO CAMP OVER THIS. [IF YO]U HONESTLY BELIEVE ANYTHING OTHER THAN WHAT I HAVE JUST TOLD YOU THEN YOU WILL GO DOWN IN HISTORY AS THE FIRST UFOLOGIST "MARTYR". (M) I believe that Stanton T. Friedman is innocent in this charade, and that, if he is guilty of anything it is in allowing himself to be duped. I believe that he is a sincere, professional, and good man. I have serious problems, however, concerning Mr. William Moore and Mr. Jaime Shandera. To be fair, however, it is possible that they were duped as well. To be f[air] I sincerely believe that Mr. William Moore did a fantastic job on exposing the Roswell Incident, HOWEVER, IF THIS HOAX WAS PERPETRATED BY MR. WILLIAM MOORE THEN I WOULD HAVE TO CONCLUDE THAT THE ROSWELL RESEARCH IS MOST LIKELY A HOAX ALSO. IF MR. MOORE WAS DUPED HOW WILL WE KNOW IT? I THINK WE CAN SEE THAT HE HAS THE MOST TO LOSE THEREFORE IT IS MY BELIEF THAT HE WAS DUPED. I spent all night in intense study and considered every possible solution before finally deciding upon this exposure. I HA[VE KNOWN] FOR SIXTEEN YEARS THAT THE WORD "MAJESTIC" IN ALL OF ITS FORMS IS FRAUDULENT. I must admit that I thought that Moore et al were deliberately doing this in order to protect their research but THAT IS NOT THE CASE BECAUSE THEY DO NOT RECOGNIZE THE TRUTH WHEN THEY SEE IT. (N) I will quote at this point the last paragraph of a letter dated May 15, 1988. The letter was sent by Roger Wescott, Proffessor of Anthropology, Director of Linguistics Program, of Drew University, to Mr. Mark Rodeghier, and following: "Finally, a word about skepticism, which is CSICOP's badge of honor. As i see it, we all tend to be skeptical about what we disbelieve but credulous about what we believe. Our credulities and skepticisms are simply focused in different directions. Putting it another way, we might say that all skepticism is counter-faith. Most of those who pride themselves on their skepticism are proclaiming their faith in an accepted view, such as consensual science or common sense, and their oppos[ition to] its antithesis, however this is conceived of." (O) As I see it "credulous about what we believe" may have played a very large part in this whole matter. I know that this will be received with great controversy and name calling and great kicking off of boards. SO BE IT! I have tried very hard to present this material in as fair a manner as possible under the circumstances. Considering how badly John Lear and I have been treated I believe that I have practiced tremendous restraint. (NOT ALL OF [YOU ARE] GUILTY BUT WE ALL KNOW WHO IS.) Some people have actually tried to get me to disclose classified information in order to prove my knowledge. IT IS ILLEGAL FOR ME TO DISCLOSE ANY CLASSIFIED INFORMATION AND I WILL NOT DO IT.
