MOM 2 of 9 This is totally different from the 10th Amendment resolution that many states, including Montana, are passing, and/or attempt- ing to pass. The 10th Amendment resolution puts the fed on notice that the States are the boss. This falls short in that the Constitution of the United States of America is no longer in force. This is evidenced by the actions of the executive, judicial and legislative branches of the federal government. We now live under executive order and have since the Civil War (see the Freedman's Act). Since the day we announced our support for this initiative we have been beseeched not to try to tamper with the U.S. Constitu- tion. We are not. The federal government and the U.S. Constitu- tion will still exist - WITHOUT US! As Gary Marbut stated: "We are fully prepared to go on our own." We ask that you keep us in your prayers and that you also begin your drive to "OPT OUT" of the Compact which no longer exists for the sake of the people. Keep your powder dry. We shall prevail. THE CRIME BILL: WHAT TO LOOK FOR We are all aware that this new Crime Bill (which will probably be law by the time you read this) bans 19 specific weapons and dozens if not hundreds of copycat weapons. But what else is in this bill that we have not been told? There are two provisions that we would like to bring to your attention at this time as this will effect each and every one of you who read this. 1. Title XIV of the bill authorizes within 90 days of enactment that "...the Attorney General, in consultation with the Gover- nors, mayors, and chief executive officers of State and local law enforcement agencies, shall establish a Rural Crime and Drug Enforcement Task Force in each of the Federal judicial districts which encompass significant rural lands." This Task Force is specifically created for the purpose of investigating drug trafficking and related crimes. "The Director of the Federal Law Enforcement Training Center shall develop a specialized course of instruction devoted to training law enforcement officers from rural agencies in the investigation of drug trafficking and related crimes." These task forces are made up of: 1. State and local law enforcement agencies; 2. the Drug Enforcement Administration; 3. the Federal Bureau of Investigation; 4. the Immigration and Naturalization Service; 5. the Customs Service; 6. the United States Marshals Service; 7. law enforcement officers from the United State Park Police, United States Forest Service and Bureau of Land Manage- ment, and such other Federal... "The Attorney General may cross-designate up to 100 law en- forcement officers from each of the agencies specified under section 1502(b)(6) of the Omnibus Crime Control and Safe Streets Act of 1968..." This means that in Montana (constitutes one Federal judicial district) we can expect a minimum of 900 new federal officers for this Task Force. This does not include state and local law enforcement. "The Attorney General shall, subject to the availability of appropriations, ensure that each of the task forces established in accordance with this title are adequately staffed with investigators and that additional investigators are provided when requested by the task force." Enhancement of the operations of the task force shall primarily come from "assets seized as a result of investigations initiated by a Rural Drug Enforcement Task Force..." This means that its survival depends upon its investigations which result in property confiscated for drug and other related crimes. "The task force established under subsection (a) shall be chaired by the United States Attorney for the respective Federal judicial district." This means that our local County Sheriff will be under the authority of Ms. Janet (Butch) Reno and as such must answer to her. If you have any correspondence with local or state law enforcement let them know who their new boss is going to be. BACK TO BASICS RE-ASSUMING OUR RESPONSIBILITIES Among the hundreds of letters, faxes and phone calls we receive every week, there is one theme that holds true to every one. ENOUGH IS ENOUGH. Because of this we felt that it would be a good time to share a couple of them with you. The following fax was received on August 22, 1994. There was no name attached. "To: All Members of the United States Senate All Members of the House of Representatives. WE HAVE DRAWN THE LINE! We are sick of government efforts to restrict our right to keep and bear arms! We will no longer beg you to uphold the Constitution. We will no more plead that you respect our rights. We gun owners will accept no more gun control! The debate is over. We draw the line!
