MOM 7 of 9 Feliks Dzerzhinski, the Cheka boss, secretly created an anti- communist resistance group which he allowed to become apparently very powerful. Talented patriots were inveigled to join The Trust. When Stalin was satisfied that enough of his strongest enemies were at a certain meeting, he ordered them arrested and shot. We have a similar situation developing here. The enemy within recognized during the Reagan administration that resistance to their plans would develop among the manly element of the country. Because of the wording of the Second Amendment it was logical that the resistance would take the form of the militia. So, in the best Cheka style, the enemy created his own militias. Jack Anderson's column of 21 November, 1991 reported the following: "Two bills now treading water in Congress would help to arm and train independent state militias across the country.. 'State defense forces' were spawned during the Reagan years as a backup to the military. They were created jointly by the Defense De- partment, the National Guard, The National Security Council and the Federal Emergency Management Agency. The original intent was to have state defense forces ready to keep order on the home front if the National Guard were deployed to a war with the regular military. They were also to play a role in FEMA's contingency plans to keep the government operat- ing... The forces-without-a-function continue to meet and train in at least 24 states, and their ranks are swelling with recruitment ads placed in publications...such as American Survival Guide...Journalist Ed Connelly investigated one state defense force, the Ohio Military Reserve, and reported his findings in 'Columbus Alive' magazine. He said the group thought its job was to 'suppress subversive activity,' shoot terrorists and put down any gatherings that looked like a civil disturbance. ...Three governors have reorganized or shut down their state defense forces when they got out of hand...Some officers reportedly practiced assassination techniques... In New York, state offi- cials examined the internal policy papers of their defense forces and then banned access to the papers for fear that the informa- tion was so volatile it could endanger state security if it got into the wrong hands." Typically, Anderson, a well-known "leaker" of information which the planners want the public to know, does not explain the mean- ing of this. As the Clintons' crimes are exposed and their popularity plunges they may be forced to declare a "national emergency" so as to remain in power. If they do declare an emergency, over, say, reaction to their "crime bill", FEMA will manage it for them. Of all the malevolent agencies arrayed against us, the most sinister is the Federal Emergency Management Agency. The FBI, US Marshals, OSI and local police departments are proven threats to the American people, as are the US Army and Navy, but they will all be subordinate to FEMA after the lightning hits the latrine. Many police departments around the country have been federalized and have issued FEMA uniforms to the police. Peo- ria's PD is an example. So we have a FEMA militia and FEMA cops. We've even got a FEMA army and nav--and air force, for that mat- ter. Again, Jack Anderson revealed some interesting facts... During 1983 he ran two columns regarding that agency. He wrote that the Joint Chiefs of Staff--army, navy, air force and ma- rines--agreed in 1983 to support FEMA in the event of a national emergency or if marital law was declared. Around this time a Houston attorney named William Pabst released a booklet entitled, "Concentration Camp Plans for US Citizens." This booklet exposed a couple of FEMA operations code-named GARDEN PLOT and CABLE SPLICER. The first is a national martial law plan and the second is for statewide martial law, to be coordinated with the first. The Militia of Montana has copies of this booklet. The writer has had a number of conversations with FEMA repre- sentatives since 1986. The number in Washington is 202-646-2500. The PR man at present is Ralph Swisher. Mr. Swisher recently admitted that FEMA does have a number of "detention camps" around the country. He candidly added that once any group is singled out for detention in these camps, such as the Cubans, then no one is safe. He also admitted that GARDEN PLOT is a FEMA operation. FEMA was created during the Carter administration but really got beefed up under Reagan. Oliver North was exposed by the "Miami Herald" while he was before the Congress in 1987 for his efforts in the NSC to suspend the Bill of Rights and declare martial law if the US invaded a foreign country or if there were widespread dissent over any issue. North and George Bush ran something called "Readiness Exercise 1984" ("Rex 84") which was a practice run for a national crackdown and conversion to totalitarian dictatorship. Since then, of course, we've had a number of such practice maneuvers, AGILE PROVIDER 94 being the most recent and notorious. The Militia of Montana now has a confirmation of FEMA's control of the so-called state militias. We are in touch with a sincere patriot in California who has belonged to the state militia there for a number of years. He informs us with some alarm that his unit has been ordered by FEMA to undergo training by that agency. Some, such as an Idaho promoter of state militias, have said, "Well, so what? They should take the training and learn some- thing." This, however, is beside the point which is that state militias are creatures of the enemy within. FEMA is the number one threat to our lives.
