From UFOs to Roswell's cover-up to the creation of Operation Right to Know Time to get moving _Air Force issues Roswell Report to preempt GAO investigation_ by Dan Pinchas On September 8, 1994, Secretary of the Air Force Sheila Widnall announced release of an Air Force study on the Roswell Incident of July 1947. As expected, the report found no information indicating that the Roswell event was a UFO event or that any Air Force cover-up ensued in its aftermath. The Air Force report was an apparent attempt to preempt the ongoing General Accounting Office Roswell investigation initiated by Congressman Steven Schiff (R-NM) in February 1994. In fact, inside GAO sources complain that the Air Force was not supposed to issue any report on the case; that is the GAO's responsibility, they say. Rep. Schiff issued a press release in response to the report's release, expressing some reservations regarding its thoroughness in uncovering all relevant records and putting the focus on the upcoming GAO report which he had requested. The 23-page report, prepared originally in July but not released, was authored by Air Force Colonel Richard Weaver of the Air Force Office of Special Investigations. Immediately after the report was issued, Weaver was reassigned to the Region 2 OSI District Office at Langley AFB, Virginia, and could not be reached for further comment. A total of 33 appendices were not included in the released report, but were made available for viewing at a reading room at the Pentagon. The official and "final" Air Force conclusion about Roswell is that it _did_ involve the crash of a classified object, but that object was a Project Mogul balloon used to monitor Soviet nuclear tests and not an alien spacecraft. The Air Force conclusion is very similar to one reached by former Defense Department and CIA official and present-day Roswell researcher (and ORTK critic) Karl Pflock (see Ed Komarek's article, _A Karl Pflock Alert_, in this issue). Although poorly researched and full of errors of logic and fact, the Air Force Report is significant in that it marks the first official comment on Roswell by the U.S. military in 47 years. The arguments of "pro-UFO" researchers are cited, although dismissed in the report. Most significantly, the researchers who compiled the report failed to interview most of the witnesses to the event who support the "alien spacecraft" theory. Former Air Force press officer Walter Haut, who released the now-famous "flying disc" press release in July 1947, has described the Air Force report as part of a new cover-up of the incident. On September 14, ORTK issued a press release citing errors in the report and rebutting its conclusions. The press release, authored by Mike Jamieson, was distributed to major media outlets. MUFON and the Fund for UFO Research also issued press releases taking issue with the conclusions of the Air Force report. As the _Forum_ goes to press, the GAO probe is still ongoing and no completion date for its report has been made public. The _Forum_ will keep you abreast of further developments as they develop in this fascinating case. _From the Editor's desk_ by Dan Pinchas Have abduction researchers told the public the whole story? A well-known abduction researcher has stated publicly on several occasions that he has never worked with any abductees who described being taken to underground bases and seeing human military personnel working alongside aliens. The researcher has scoffed at such claims and dismissed them--as have many others. The funny thing is, one of the abductees he worked with has written a book about her experiences and indeed does describe being taken to underground facilities where she viewed apparent U.S. military personnel working alongside aliens. And she isn't alone. A spate of recent books on the abduction phenomenon deal in large measure with this particular issue. These books include _Taken: Inside the Alien-Human Abduction Agenda_ by Karla Turner, _Alien Jigsaw_ by Katharina Wolson, and _Lost Was the Key_ by Leah Haley, among others. What is becoming clear is that such encounters are much more prevalent among abductees than was previously thought, and this is a problem for some researchers who would rather not face the implications of such experiences, if real. In her book _Taken:_ Karla Turner discusses the cases of eight women abductees and notes that many of their experiences are not dealt with in the abduction literature. One of these experiences involves encounters with U.S. military personnel, often in underground bases. Of the eight women, four recount being taken to an underground facility, while two others (a total of six) describe encounters with military personnel in relation to their abductions. In her book _Alien Jigsaw_, Katharina Wilson describes a number of personal experiences in underground bases encountering aliens and U.S. military personnel, and notes that she initially disparaged such reports as paranoid conspiracy theories, but that "seeing is believing". She considers the possibility that her alien abductors wanted her to believe that military personnel were involved and somehow created an illusion, but tends to the view that the military involvement and cooperation with aliens was and is indeed real. In her book _Lost Was the Key_, Leah Haley describes continual disturbing encounters with military and government personnel, as well as aliens. Haley apparently was onboard an alien ship (possibly over the Gulf of Mexico), when it was brought down by military action and crashed on a beach. (Such a craft was allegedly brought down in the vicinity of Pensacola Naval Air Station, Florida in mid-1988, and was allegedly viewed at Pensacola NAS by the Joint Chiefs in August 1988.) Haley recounts exiting the downed craft and seeing a sailor carrying a dead alien body over his shoulder on the beach!! She then describes being taken by military personnel on a motor launch out to a navy ship offshore, where she was drugged and interrogated about her alien contacts. What's going on here? Could the U.S. military (or elements thereof) actually be involved in the abduction and mistreatment of American citizens by extraterrestrials? It sounds preposterous but the evidence is mounting. Construction contractors and personnel allegedly working at such underground facilities have corroborated the accounts of these and other abductees. Researcher Dr. Bruce Maccabee claims to have developed in the Joint Chiefs a secondhand source who confirms the existence of extraterrestrial bases on earth, including a number in the United States. Another researcher was told by an official of the State Department Bureau of Intelligence and Research that he had received an annual report on an underground facility in New Mexico prepared by the National Security Council. The report supposedly confirmed an alien presence at the facility, described the aliens and their activities, and noted that the aliens seemed to be in control of the joint human-alien facility. Most of us would rather not believe that such a bizarre scenario could be playing itself out. Yet, we need to find out the truth, however bizarre and disturbing it may be. And researchers who put their heads in the sand are getting no closer to resolving this extraordinary mystery. It's time for these researchers to listen to what abductees have to say, rather than impose their own belief systems on the abductees. It's worth remembering that accounts of abductions by aliens were for years dismissed by UFO researchers as too absurd to be taken seriously, but truth is indeed stranger than fiction. _Corrections_ In the Summer 1994 issue of the _Forum_, I noted in my column on the anniversary of the Apollo moon landing that astronaut Buzz Aldrin had confirmed on _David Letterman_ that UFOs had followed their spacecraft en route to the moon. While there is reason to believe this did indeed happen, Aldrin was speaking only hypothetically on the program and did not confirm any actual encounters with UFOs in space. Also in same issue, in a letter to the editor from Kenneth Van Hoof, the word _Marian_ (as in Marian apparition) was inadvertently entered as _Martian_. For decades we have all heard the speculative argument that the truth relative to UFOs and their occupants is so horrible that if full disclosure is made then political chaos will occur, social disintegration will happen, and our economic system will collapse. Since 1947, there have been hundreds if not thousands of incidents in which specified alien species have allegedly threatened the national security of the U.S. through acts that include the reconnaissance of sensitive military installations, fly-bys over nuclear power plants, interference with interstate commerce, the abduction of human beings, and the mutilation of cattle. So, what exactly is UFO secrecy in the mid-1990's? Is the speculative argument the reality of the situation? What keeps those red-blooded Americans at the Department of Defense from making full and open disclosure relative to alien societies nearly fifty years after the Roswell crash? Let's take a brief look at the history of the issue of U.S. national security. Congress passed the National Security Act on July 26, 1947. The Act established the National Security Council, the Central Intelligence Agency, and the post of the Director of Central Intelligence. Although the Act has been amended several times since 1947, it is still considered the working document that established the intelligence structure as we know it today. While UFOs and aliens have been elevated to the highest level of secrecy, the government still maintains three levels of classification for sensitive material relating to national security. In a nutshell, the levels are: Top Secret: Assigned to national security information or material that requires the highest degree of protection. Its unauthorized disclosure could reasonably be expected to cause grave damage to the national security. Secret: Assigned to national security information or material that requires a substantial degree of protection. Its unauthorized disclosure could reasonably be expected to cause serious damage to the national security. Confidential: Assigned to information or material that requires protection. Its unauthorized disclosure could reasonable be expected to cause damage to the national security. In Timothy Good's comprehensive book, _Above Top Secret_, he suggests that a separate classification exists for information relating to UFOs and aliens that have threatened the national security of the U.S. In reality, though, this isn't required because of what is known as "compartmentalization." Compartmentalization has been around since WWII and it restricts particularly sensitive information to those with a "need to know" for which "special access" is required. This system is now known as Sensitive Compartmented Information. It is estimated in 1994 that fewer than 300 to 400 men and women in the entire population have a top secret clearance AND the required special access for material that describes selected incidents wherein UFOs and aliens have threatened the national security of the U.S. The United States Navy is the primary military branch which collects and disseminates intelligence information regarding UFOs and aliens. All information is channeled through the Naval Observatory in Washington, D.C., and is made available to the other members of the armed forces as required. Naval intelligence is the key here because of a simple fact: the earth is 70% water. It drives the Pentagon brass right up the wall when an alien craft plunks itself into the vast depths of the oceans. Accessibility is therefore limited; however, it is known that the U.S. Navy has recovered three or four alien crafts from the bottom of the ocean. This was effected through the use of a special vessel known as the _Glomar Explorer_, which had been used in the attempted recovery of sunken Russian nuclear submarines. The U.S. Navy operates the famous S4 area of the Nellis Air Force Range and, if Bob Lazar's testimony is credible, it is the Department of Naval Intelligence (AKA the Office of Naval Intelligence) which has exclusive jurisdiction over nine alien crafts housed in a camouflaged underground bunker at Papoose Lake (S4). Further, other branches of the military are not excluded from intelligence gathering relating to UFOs and aliens as there are specific needs relative to terrestrial and airspace sectors. For example, the United States Air Force uses its surveillance satellites within the Defense Support Program to monitor _fastwalkers_ (UFOs) in outer space. Researchers have known for years that the TOP SECRET classified report on the 1947 Roswell crash lies in a highly secured vault in Fort Belvoir, Virginia, under the jurisdiction of the Army. Its name is _Blue Fly Report #314_. This report is, in effect, a classified briefing paper which always addresses the questions of who, what, where, when, how, and why, and is based on the best available intelligence at the time. Subsequent changes can and will be made to a report as information or material is updated in accordance with intelligence gathering. The Army Air Force intelligence officers writing the Roswell briefing paper had their hands full as they were addressing issues that had never been assessed before. In Kevin Randle's and Don Schmitt's excellent book, _The Truth About the UFO Crash at Roswell_, specific elements of an alien society have been revealed. The time has come to write our own Roswell briefing paper by combining known facts with some imagination. Our goal would be to have all information known and in the public domain by 1996. Our paper with topical headings would include information on such topics as: alien origin, alien spacecraft environment, alien extra-planetary colonies, alien biology, alien technology, alien name, alien writing, alien disposition, alien culture, and alien religion. It is this author's belief that several factors relative to alien societies are under continued intelligence assessment by the DOD and as such have not come to closure because of the complexities involved with the many types of alien groups. Certainly, there are more questions than answers, but that shouldn't stop us from transforming the NEED TO KNOW into the RIGHT TO KNOW. What we really want to know are the answers to the following: Do alien societies pose a biological, or toxicological threat to the citizens of the U.S.? Has continued intelligence information segregated alien species into hostile (non-ethical) and non-hostile (ethical) groups? If hostile groups exist, what is the planned defense? What is the liaison plan for non-hostile groups to effectuate a technology transfer? Do aliens believe in a soul? Are they seeking souls? Have any alien species summarized their purposes for extended contact in communication with any officials in the U.S. government? Is there an indiscriminate "shoot down" policy in effect towards UFOs and aliens, regardless of their origin? Can any alien technology, such as an antimatter/annihilation reactor, be declassified without political/military ramifications or considerations? _ORTK news and activities_ FOIA request brings out records relating to Pentagon demonstration by Dan Pinchas A Freedom of Information Act request by ORTK board member Larry W. Bryant to the Pentagon for records relating to ORTK's May 23 Pentagon demonstration has yielded tangible results. In response to the request, on September 9, the DOD provided copies of an official Defense Protective Service complaint record (prepared for all demonstrations at the Pentagon), a sheet describing staffing requirements to deal with the demonstration, a special event operations order (noting that no threat was reported!), an incident report narrative, and copies of photos taken by DPS personnel at the demonstration. However, the Office of the Assistant to the Secretary of Defense also informed Larry Bryant that additional documents were being withheld because "release of the information would disclose internal rules and practices of the Defense Protective Service . . . thereby hindering the effective performance of a significant function of the Department of Defense (DoD)." Sounds like another run-around, doesn't it? What is the DOD trying to hide? We'll report on further developments in this case as warranted. _Email addresses needed_ Social writing has long been a lost skill. Thank you for your support! _A Karl Pflock alert_ by Ed Komarek Recent events have dictated that I alert the UFO community and Roswell researchers in particular to what appears to be a three-front attack on the Roswell case by the Air Force, the established debunkers, and Roswell researcher Karl Pflock. According to Stanton Friedman, the recent Air Force propaganda report on Roswell was written by USAF Col. Richard Weaver of the Air Force Office of Special Investigations. Friedman says Weaver is now based at the Region 2 OSI District Office at Langley AFB, near Hampton, Virginia. Karl Pflock is a past employee of the CIA and the DOD. The established debunkers are well known in UFO circles and their activities are nothing new. What is new is the resurfacing of Karl Pflock in the UFO community in the last couple of years with his wife, Mary Martinek, who is Congressman Steven Schiff's legislative director and also appears to be a filter for the UFO material reaching Congressman Schiff. My belief that confidential information sent to Rep. Schiff has been leaked to others, particularly to Pflock by his wife, has been confirmed recently. I received a phone call from Mary Martinek about 2:30 PM on October 11, 1994. I believe this phone call was an attempt to get me to withdraw a letter I had written to Rep. Schiff, disclosing a problem I had with Mary. In this phone call, Mary admitted to me that she had disclosed the letter, its contents, and my name to Fund for UFO Research Treasurer Fred Whiting. I had good reason to believe that Pflock had also been briefed, and Mary would not answer my question asking if she had briefed Karl. It seems that Mary held on to this letter for as long as a week and had not yet disclosed it to Rep. Schiff. She said she would give it to him in the future. While the Roswell researchers squabble amongst themselves over who is the most credible and best researcher, Pflock is quietly gaining legitimacy as a respected Roswell researcher by developing a friendship with Fred Whiting and having his work endorsed by FUFOR. Having developed these credentials, it appears that Pflock is about to provide Col. Weaver, the Air Force, and the established debunkers with phony research that will give teeth to the Project Mogul cover story. According to a major Roswell researcher, Pflock is attempting to persuade witnesses to back off from their testimony. Pflock tells some researchers that the alien theory for Roswell may be true, but tells other more skeptical researchers that he doesn't accept the alien theory. It looks to me as if Pflock is a debunker in sheep's clothing who is working for an advantage while the sheep bicker. I believe that the war for the people's right to know will soon explode in the press when the mainstream debunkers feed their media outlets--like the powerful AP Washington bureau--more Project Mogul propaganda. Right now most in the media aren't buying the Mogul cover story but if the propagandists can come up with a fabricated explanation with teeth, then watch out. I hope that the UFO community can put the squabbling aside for a while in order to determine better what the debunkers and propagandists are up to. It would be a shame to see the Roswell case falsely discredited by the debunkers. _Bob Lazar's "Sport Model" introduced by Testor Corp._ The Testor Corp., known for its models of various types of aircraft, including the Stealth fighter and the super-secret "Aurora," recently released a model of a UFO based on physicist Bob Lazar's description of a UFO he says he studied for the government. Designer John Andrews told the press that he checked Lazar's story with sources in the military and in the IRS. While none would confirm his story, "none of them would call Bob Lazar a liar." Testor says that it will include a detailed account of Lazar's claims in literature accompanying the 48th scale model. The "Sport Model" is disc-shaped, 13 inches in diameter, and 4.25 inches tall. _From UFOs to Roswell's cover-up to the creation of Operation Right to Know_ by Jose Hernandez _(This is an open letter to every citizen of the world and, in particular, to every citizen of the USA on the controversial subject of UFOs, their handling by the governments of planet Earth, and the implications for humankind's concepts of past, present, and future history.)_ Dear Citizen of the world: I write you this letter as a citizen of the U.S., a nuclear/laser physicist, and a UFO researcher with 25 years of experience. I have personally witnessed three UFOs while living in South America. I have also researched many UFO cases, interviewing many witnesses throughout South, Central, and North America, as well as Europe, Asia, and Australia. After evaluating a massive body of evidence, including personal accounts, photographs, and other data, I have reached the conclusion that the truly unexplained UFOs are craft of extraterrestrial origin. I also believe, and there is supporting evidence, that high-ranking government officials and military personnel have learned the truth about extraterrestrial craft. If alien craft are a matter of national security, why can't we be informed of the nature of the threat? If, on the other hand, extraterrestrial craft mean no harm to our national security, why does the government conduct secret research about them, keeping their findings to themselves, without sharing the truth with the public, not even with our elected members of Congress? If we are presently being visited, observed, and/or experimented with by extraterrestrial entities, and the government has hard or soft evidence of this, we the people, in the name of the U.S. Constitution and humankind's history, must know the truth. These facts should be made known to all citizens--not just to a small elite--by presidential or congressional announcement, and to the citizens of the planet Earth by means of the United Nations, as mandated in the Constitution and FOIA. After decades of official denial, disinformation, and cover-ups, we the citizens of the United States of America have the legitimate right and historical obligation to protest and demand the truth from our government for the following reasons: o The U.S. government's highest ranking security agencies (CIA, NSC, NSA, DIA, etc.,) have concealed their massive UFO-related activities for years. o These U.S. government agencies seized a crashed UFO in New Mexico in 1947. Over 200 named witnesses to the UFO crash and its seizure by the Army Air Force have told their stories to the authors of three different books about this event. o U.S. government scientists have worked at the highest levels of secrecy for over 40 years, trying to copy the technology found in that crashed UFO. They may even have studied other UFOs reported to have been subsequently recovered. o These federal government agencies regularly lie to the public and use tactics designed to intimidate and humiliate UFO witnesses and whistleblowers in order to maintain UFO secrecy. o Some of the highest federal officials regularly violate the law, and even the Constitution, in order to suppress public interest in UFOs. Property which might prove the reality of UFOs has been illegally seized (in violation of the Fourth Amendment), innocent reputations have been ruined by official slander and innuendo, and information that is the public's property has been stolen from them through the inappropriate use of official secrecy. Up to this point, you might wonder how I got involved with UFO/extraterrestrial craft research. It all began late one night in Cali, Colombia, when I was awakened from sleep by my brother Alfonso. He beckoned me onto the balcony of my house, and told me to look at the sky. A rectangular yellow object hung suspended in the air above us. For the next 45 minutes, the object stayed still, until it rotated 45 degrees suddenly and then ejected two huge white smoke rings that moved away from the object in opposite directions. The yellow light then disappeared in "a blink of an eye" while the two smoke rings slowly distorted and dissipated. This was the first of three UFO/extraterrestrial craft that I saw in my native country. My second sighting involved a black triangular object with red lights at the corners hovering over my home town. During my third sighting, two bright white UFOs/extraterrestrial craft hovered over the Andes north of Cali, zigzagging back and forth for 30 minutes. In each of these three sightings, there were at least four people who also saw the objects and I was not the first to look. These experiences have led me to research the existence of UFOs/extraterrestrial craft and space beings for the past 25 years. I work as a bilingual Applications Engineer at Campbell Scientific Inc., in Logan, Utah. I joined ORTK in 1993 for the purpose of organizing domestic and international protest demonstrations in the hope that the U.S. government would release information about recovered UFOs/ extraterrestrial craft on U.S. soil and around the world. The U.S. government is pretty much involved in covering this information up through its powerful intelligence network. I would understand people thinking I am "crazy," but as a scientist I had no choice: My own experiences led me into UFO/extraterrestrial craft territory. I want to examine all the evidence. My whole life and profession are related to discovering the truth, no matter what it is or how painful its implications are. As the newest member of ORTK's Board of Directors, my resolution and commitment to end UFO secrecy both in the U.S. and around the globe are as deep as ever. We at ORTK are telling the American people: Wake up! Things are going on! The U.S. government needs to talk! U.S. military and intelligence agencies have obtained actual spacecraft and bodies of space aliens, dating back to the 1940's. The government has kept things quiet for years. According to my scientific education, I am convinced that other life exists in the universe and that space travel is possible. Ignoring the UFO/extraterrestrial craft phenomenon is not the answer. The Dark Ages must not be allowed to enter the 21st century! Ignorance is a powerful tool used by those who have an interest in keeping the status quo. Since the start of last Summer, Greenpeace has held six actions: _July, the North Sea_ Two Greenpeace ships tangled with Norwegian whalers by putting tiny boats in front of the harpoons. _July, New York City_ Greenpeace activists climbed the Time building and hung a huge banner denouncing Time's use of chlorine-bleached paper, while other activists handed out leaflets in the street below. _August, off the coast of Spain_ Another Greenpeace ship tangled with ships fishing with illegal nets; later, Greenpeacers presented actual pieces of the illegal drift-net seized to each delegate at a UN fisheries conference. _August, Washington, D.C._ Greenpeace activists climbed atop the World Bank building. They hung a banner showing Frankenstein and calling the World Bank the "World Bankenstien" while demonstrators chanted and carried picket signs in the street below. _August, Woodstock_ Greenpeace flew a huge helium balloon calling on concert sponsor Pepsi-Cola to "clean up your act." Some of Greenpeace's activity is conventional political work--legislative campaigns, research, publishing, and letter writing. But what gives Greenpeace real credibility is the group's ongoing program of dramatic and daring public political acts. And so must it be with ORTK. If we continue to sponsor political demonstrations, ORTK will grow and prosper and we will have a major impact on the UFO cover-up. But if we lose our nerve and turn to more conventional activities, we will not survive as an organization. ORTK was founded to take direct action--something no other organization in the UFO community will do. Direct action is our niche. ORTK cannot compete with MUFON, CUFOS, or FUFOR in the things these organizations do best. We cannot compete with MUFON in scope of investigative capability, in publishing news, or in organizing conferences. We cannot compete with CUFOS in depth of research. And we cannot hand out money like the Fund does. But we have something none of these organizations have: we have guts and a brilliant idea. Our idea is that standing up in public and attesting to the reality of UFOs is a move powerful enough to shake the foundations of the UFO secrecy establishment. Direct action is ORTK's mission, and _we must not deviate from it_. The last ORTK demonstration was this past May 23 at the Pentagon. Has anyone in the group set a date for another demonstration? If everyone in ORTK remains too busy, too tired, too embarrassed, or too intimidated to put together demonstrations, then we will find that our members do not renew. I contribute to Greenpeace even though I do not participate in the organization. I contribute to Greenpeace because I am inspired by the courage and commitment of activists such as these even though I am not participating in what they are doing. So too with ORTK. Some of ORTK's newer members are not yet willing to take part in demonstrations, or they are not geographically close enough to do so, but as long as there are ORTK demonstrations going on somewhere, these members will be inspired. They will renew, and new people will join. Readers in various parts of the country, ask yourselves: Am I ready to take the first step in organizing an ORTK demonstration in my area? To assist you, we have available a detailed demonstration organizer's handbook and an edited video of our July 5, 1993 White House demonstration. You do not lack a target or a theme. Demonstrate at the office of your local member of Congress or U.S. Senator. Bring attention to the idiotic Air Force "report" on Roswell, and call on your members of Congress to contact Rep. Steven Schiff and express support for the ongoing GAO probe into the Roswell incident. Other, more unique targets are also available: in Las Vegas, the regional headquarters of the Department of Energy; in Florida, NASA; and in Georgia, Jimmy Carter's office. In conceiving these actions, we need to incorporate novel and creative "stunts" to attract press and public attention. Here in Washington, one current idea is to demonstrate at the GAO building to let GAO know that we take their current Roswell inquiry very seriously. We would fly some large weather balloons to show what Roswell was not, and attempt also to meet with the head of the GAO. To make demonstrations happen, ORTK needs leaders--one or two persons who act first. Set a date and place for a demonstration, and then call a meeting to start planning the event. That is leadership. That is what ORTK needs. So let's get moving. *E-O-F*
