                        The Dulce Report

   In recent years, volumes of information have circulated within
the UFO research community regarding the alleged presence of a
joint U.S.\Alien base in the area of Dulce, New Mexico.

 In an attempt to either prove or disprove the information, the
Phoenix Project has completed an intense investigation of the
Dulce area. Our investigation encompassed the following:

 1. A detailed physical search of the Archuleta Mesa by vehicle
and on foot.

 2. The physical exploration of a large area surrounding the Town
of Dulce.

 3. Interviews with local citizens, native American Indians of
the Jicarilla Apache Indian Reservation and Rio Arriba County
Sheriff and highway maintenance personnel.

 4. A search of County building and construction permits and
records, and interviews to determine if any large scale civilian
or government construction projects ever occurred in the area
from 1930 to the present.

 5. A comprehensive aerial survey and airborne magnetometer
survey of the Archuleta Mesa, the Town of Dulce, the Archuleta
Mesa, and surrounding areas.

                           An Overview

                            Re: Dulce

 The Town of Dulce, is located in northern New Mexico near the
southern border of Colorado. Dulce is located eighty-three miles
northeast of Farmington, New Mexico on U.S. Route 64. See Map
Exhibit 1.

 It has a population of 1,648 and is nestled in a valley. Just to
the north and overlooking the town is the large Archuleta Mesa.
The town is at an altitude of 6,825 feet above sea level. The
main income producing activity in the area is cattle ranching.
The business and service activities are typical of those needed
in a community of this size. There are no military or industrial
activities, large or small, in the area. See Photo Exhibits 4 and
5.

 In order to present the results of our investigation it is
necessary to refer to items of information, widely available to
UFO researchers, concerning the Dulce, U.S.\Alien base. In the
following, we will quote from those items of information. We will
attempt to identify the source whenever possible. This will be
followed by our findings.

                        The Investigation

1) Source Information Excerpts: Dulce Papers.Txt Author Unknown

 ...A joint US/EBE facility exists beneath the Archuleta Mesa
near the town of DULCE NEW MEXICO. (1A) This facility has been in
existence in one form or another since 1948.

 (1B) ...The facility proper is located one kilometer
underground.

 (1C) The base is approximately 2.5 miles northwest of Dulce, and
almost overlooks the town.

 (1D) There is a paved government road 36 feet wide going into
the area.

 * * *

 Findings of Phoenix Project Investigation (PHX) regarding the
foregoing:

 (PHX-1A) No substantiating County records confirm this. Local
residents have no memory of any government installation, civilian
or military ever having existed in this area.

 (PHX-1B) Same as 1A. There is no record or memory of any
underground heavy construction, excavation, or mining activity in
the area.

 (PHX-1C) See Map Exhibit 3.

 (PHX-1D) See Map Exhibits 2 and 3, and Photo Exhibits 6 and 7.
The road in question is Indian Reservation Road # J-2. It has
never been labeled a "government" road. This road is not paved,
as described in the source material. It is a narrow, two lane
dirt road (barely twenty (20) feet wide that is completely open
for public use.

 * * *
 2) Source Information Excerpts: 1988 Krill2.Txt

 ...During the occupation of the Greys, they have established
quite a number of underground bases all over the world,
especially in the United States. (2A) One such base (among others
in the same state) is under Archuleta Mesa, which is about 2.5
miles northwest of Dulce, New Mexico.

 The foregoing extract is from a transcript of a conversation
between Jim McCampbell and Dr. Paul Bennewitz on July 13, 1984.

 * * *

                            Findings:

 (PHX-2A) This refers to the previously mentioned Indian
Reservation Road # J-2. The road at this point is at the base of
the Archuleta Mesa. See Map Exhibit 3 and Photo Exhibit 7.

 * * *

3) Source Information Excerpts: 1988 Krill2.Txt

 (3A) ...Bennewitz reports he was able to determine the location
of the underground facility: a kilometer underground beneath
Archuleta Mesa on the Jicarilla Apache Indian Reservation near
Dulce, New Mexico (since 1976, one of the areas of the U.S.
hardest hit by mutilations). (3B) Bennewitz' information is that
this installation is operated jointly as part of an on-going
program of cooperation between the U.S. government and the EBEs.

 Back to the base under discussion. After Bennewitz briefed Air
Force officials on what he had found, a trip to the area revealed
the following data:

 (3C) The base is 2.5 miles northwest of Dulce, and almost
overlooks the town. (3D) There is a level highway 36 feet wide
going into the area. It is a government road. (3E) One can see
telemetry trailers and buildings that are five-sided with a dome.
Next to the domes, a black limousine was noted -- a CIA vehicle.
(3F) These limos will run you off the road if you try to get into
the area. (3G) To the north there is a launch site. (3H) There
are two wrecked ships there; they are 36 feet long with wings,
and one can see oxygen and hydrogen tanks. The ships that we got
out of the trade are atomic-powered with plutonium pellets.
Refueling of the plutonium is accomplished at Los Alamos. (3I)
The base has been there since 1948.

 Some of the disks are piloted by the NSA. (3J) The base is 4,000
feet long (3K) and helicopters are going in and out of there all
the time. When it became known that Bennewitz was familiar with
this, the mutilations in the area stopped. (3L) In 1979,
something happened and the base was temporarily closed. There was
an argument over weapons and our people were chased out. The
aliens killed 66 of our people, and 44 got away.

 One of the people who in fact got away was a CIA agent who,
before leaving, made some notes, photos, and videotapes, and went
into hiding. He has been in hiding ever since, and every six
months he contacts each of five people he left copies of the
material with. His instructions were that if he missed four
successive contacts, the people could do whatever they want with
the material and was received in December, 1987, by many
researchers. The "Dulce Papers" were composed of 25 black and
white photos, a videotape with no dialogue and a set of papers
that included technical information regarding the jointly
occupied (U.S.-Alien) facility one kilometer beneath the
Archuleta Mesa near Dulce, New Mexico. (3M) The facility still
exists and is currently operational.

 * * *

Findings:

 (PHX-3A) Refer to (PHX-1A & 1B.

 (PHX-3B) Refer to (PHX-1A & 1B). There are no records, nor is
there any physical evidence to substantiate this allegation.

 (PHX-3C) The elevation at the location described, where
Reservation Road J-2 crosses the Navajo River, is not high enough
to overlook the Town of Dulce. The road is not level and it is
not 36-feet wide. See Map Exhibit 2.

 (PHX-3D) See (PHX-1D). The road is not level and it is not 36-
feet wide. It is a narrow dirt road that climbs, slowly, with
many curves, around the base of Archuleta Mesa. See Photo Exhibit
7.

 (PHX-3E) Local residents and County highway maintenance crews
have no memory of any such trailers, buildings, domes or
limousines in this area. Physical investigation reveals there is
no area where such structures ever existed.

 (PHX-3F) The Rio Arriba County Sheriff's Office has no record of
any reports, ever, having been filed by motorists forced off the
road by "any" type vehicle. As mentioned previously, this is a
Reservation Road used by the Indians, ranchers and the general
public. If any occurrences, such as those described ever
occurred, it would have been the "talk-of-the-town." No residents
interviewed, remember any such events.

 (PHX-3G) Physical investigation, on foot, failed to reveal any
evidence of a "launch" site at the location described.

 (PHX-3H) There are no physical indications of any kind, and
there are no cleared areas of sufficient size to provide space
for two crashed ships or the oxygen and fuel tanks described.
This includes both sides of the road, all the way around the
mesa. See Map Exhibit 3.

 (PHX-3I) There are no indications of any such facilities. No one
remembers any such facilities. Such facilities are not there
today.

 (PHX-3J) A complete examination of the area and the top of the
mesa show no evidence of any 4000 foot long cleared area. If such
ever existed, scars in the landscape would still be present. See
Map Exhibit 3.

 (PHX-3K) Physical examination does not reveal past or present
helicopter landing pads anywhere in the area. Local residents do
not remember any extensive helicopter activity, of any kind, in
the area.

 (PHX-3L) There is no record or local memory of any military
presence, garrison, or troop movements, past or present, in the
Dulce area. Since there is only one major highway into and out of
Dulce, the presence of any military truck convoys or ambulances
would not have gone unoticed by the local residents. And, as
mentioned previously, there has never been any major helicopter
activity that could have brought in airborne troops.

 (PHX-3M) Contrary to the statements in the Krill2 information,
there is no physical indication of any installation in the Dulce
area or in, around or underneath the Archuleta Mesa. Both ground
and aerial surveys do not indicate any suspicious terrain
features.

 An airborne magnetometer survey of the described areas reveal no
unusual underground features that could be interpreted as a large
underground base. If an underground base was located 1-KM beneath
the Archuleta Mesa, and it was 3-KM wide by 8-KM long, its
presence would be revealed by the magnetometer. Any underground
facility of the size described would be easily detected even if
it was buried 5-KM below the mesa. It would be more than obvious.
It would "shout" its presence. The Magnetometer Contour Chart
indicates no hidden underground facility or any unusual
excavations or caverns. See Exhibit-9.

4) Source Information Excerpts: PROJECT BETA BY DR. PAUL
BENNEWITZ

 (4A)...numerous road blocks extend northward. (4B) Maintained
road some thirty feet wide and servicing facilities, tanks, etc.
There is also an apparent foundation for another helo pad______
(4C) human housing, and another black limousine with tracks
leading to it west of the road.

 ...The total alien basing area apparently contains several
cultures, (all under the designation 'unity') (4D) and is approx
3km wide by 8km long and is located in the middle of nowhere on
the Jicarilla Indian Reservation west of Dulce, NM.

 ...Based on the number of ships presently in this area, the
total alien population is estimated to be at least 2,000 and most
likely more.

 ----- Logistical plans -----

 ...initial logistics would indicate a plan sequentially
implemented as follows: This plan does not include all
requirements and preparatory safety measures to be employed by
the ground force; however, if Air Force Intelligence desires to
pursue the approaches suggested in this report, each significant
requirement will be discussed in depth.

 (4E) The attack must be directed almost entirely on the ground
since vehicle ignition problems will be encountered. All
electrical and electronic equipment must be 'hardened' using
specific techniques perfected prior to implementation. This
information has been checked by interaction and eavesdropping on
their communication channels _______as far as weaknesses are
concerned. The program would be instigated in phases:

 (4F)
   1) The first procedure would be to close the gates of the dam
above the Navajo River. This dam could be held closed for the
duration. Internal to the one cave, there is a small dam for
water storage. Its capacity is small.

 (4G) There is also a discharge outlet downstream that could be
closed, causing waste water to back up into the caves. The water
is vacuum pumped apparently by some electrostatic means from the
river. (4H) There is a water intake and dam upstream that can be
totally cut off and the water re-routed to Chama, New Mexico.

 * * *

Findings:

 (PHX-4A) There are no roadblocks on any roads in the Dulce Area.
See Photo Exhibit 7, of Reservation Road # J-2. There are no
roadblocks present. According to County Maintenance Crews, the
only time Road J-2 was blocked was years ago when it was "washed-
out" by heavy rains in the area.

 (PHX-4B) Reservation Road # J-2, 2.5 miles northwest of Dulce,
is a narrow, winding, dirt road. It does not match the
description in the source information.

 (PHX-4C) No such facilities exist. No one ever remembers the
existence of any such facilities.

 (PHX-4D) Investigations on foot, by vehicle, and by aerial
survey, show no evidence of secret entrances to any facility or a
base as large as the one described in the source information.

 (PHX-4E) An Electro-Magnetic "spectrum sweep" of the Archuleta
Mesa and the Town of Dulce, revealed no unusual electromagnetic
disturbances. The entire area was surveyed by a "Total Field"
Magnetometer. No unusual magnetic disturbances were recorded.

 (PHX-4F) There are no records of any "Dams" on the Navajo River
anywhere near the Dulce area or north of the Archuleta Mesa. The
"Dam" described in the source information does not exist.

 (PHX-4G) An "on-foot" survey of the Navajo River did not reveal
the existence of any "discharge outlets" downstream. There is no
evidence of any caves. The Indians interviewed did not know of
any caves, along the river, as described in the source
information.

 (PHX-4H) There is no "water intake" or "dam" upstream on the
Navajo River. The lack of any "dams" can be verified by
consulting any topographical or aeronautical charts of the area.
Re-routing the Navajo River, by damming it, to Chama, New Mexico,
as described by Bennewitz, would be a miraculous feat. Chama, New
Mexico is at an elevation of 8,025 feet above sea level, as
indicated by Aeronautical Chart # 45 dated July 25, 1991. Also
noted, on this same chart, is the elevation of Dulce as 6,800
feet above sea level. It would be a natural impossibility to have
the water of the Navajo River re-routed to Chama, as the water
would have flow up-hill over the Continental Divide that
separates the two towns. The mountainous terrain ranges from
9,025 to 9,916 feet above sea level with no obvious gravitational
advantages between the two towns. Such an effort would require
the installation on a monster pipeline and pumping station to
accomplish this. No such pipeline or pumping station has ever
been built in this area.

CONCLUSIONS:

 Information from many sources regarding the existence of an
alleged U.S.\Alien Base at Dulce, New Mexico, does not agree with
the facts obtained by the investigation carried out by The
Phoenix Project. It would appear that the information describing
this alleged U.S./Alien Base and the numerous facilities
associated with it, is entirely false. This would indicate
deliberate disinformation supplied to UFO investigators and all
those interested in UFO research. It seems that this
disinformation is designed to mis-lead and mis-direct serious
researchers away from the truth. It seems incredible that serious
UFO researchers and the UFO Movement, in general, could accept
the information regarding a large U.S.\Alien Base near Dulce,
without making a detailed and complete investigation.
   The facts revealed by the Phoenix Project investigation do not
support the presence of a joint U.S.\Alien base near Dulce -- and
it is not in, around, or under the Archuleta Mesa. Perhaps there
is a such a base somewhere else on the Jicarilla Indian
Reservation, but if that is true, it seems strange that the
Apaches, the local residents and the proper local authorities
have no knowledge of its presence or that such a base ever
existed.

 From a practical stand-point, a base as large as the one
described in the information supplied by the sources quoted,
along with a staff of 2000 aliens and their human co-workers,
would need to meet certain logistical requirements. Any sizeable
joint U.S.\Alien base, located anywhere, would need to meet the
same requirements.

 1. The presence of a large, highly technical, human work-force.

 2.  Support  facilities  for  such  a  human  work-force,  i.e.,
housing, medical, recreational, service and shopping, and service
support facilities.

 3. There would obviously be work-shifts with workers coming and
going at certain hours. None of this activity could be totally
concealed. This activity would be recognized by other people in
the area.

 4. Such a base would require operating supplies which would
require incoming freight shipments. Delivering such supplies
would require delivery trucks or some form of air transport. Such
activity, on a regular basis, would not go un-noticed by local
residents.

 5. If such a base existed, above ground or underground, there
would need to be security guards, fenced or controlled areas and
regular perimeter patrols. A relationship with local law
enforcement officials would be required. The presence of such
security forces and patrols would not go un-noticed by residents
in the area.

 6. Local authorities, i.e., city, county, and law enforcement,
would know if such a base or facility existed in their area.

 Please note. None of the foregoing criteria exist, or have
existed, in or around the Town of Dulce or anywhere on the
Jicarilla Apache Indian Reservation. Nor do they exist in any
other "remote areas" where there are suspected U.S. or joint
U.S\Alien bases. Thus, one can only conclude that such bases
cannot remain "hidden" in remote areas. Someone will always know
or remember that something strange is going-on in any remote
area.

 Where then, should one look for such bases? The answer should be
obvious. Such bases must meet the requirements outlined
previously. They are located in known areas which meet all the
logistical requirements. There are any number of government or
military installations in New Mexico that easily meet such
requirements. However, gaining entry to such facilities, to prove
that such a base exists, would prove difficult if not impossible
to any civilian researcher without the proper credentials,
security clearances and a "need-to-know."

 The following pages contain the maps, photographs and scientific
exhibits associated with this Report.

INTRODUCTION TO THE K-2 REPORT

SPECIAL NOTE:

 June 27, 1992

 The original "K-2 Special Report," dated July 28, 1989 and
included in this document, was classified "confidential" for
circulation within the Phoenix Project only. It was not released
for public distribution. There are compelling reasons for making
it public at this time, and to update this information. Note the
following:

 1) In the last decade, there has been a growing number of
reports of hostile activity by alien beings, directed against
humanity.

 2) Various Departments and Agencies of the United States
Government have increased their activity on two different levels.

 One: They have stepped-up the level of their covert dis-
information campaign -- a campaign aimed at disrupting the
civilian UFO movement. This is evidenced by an increasing
quantity of dis-information supplied to individuals,
organizations and the public. It is an onoing program to create
wide-spread confusion throughout the UFO movement, to splinter
organizations, and to discredit any investigators who get near
the truth. Many researchers are spinning-their-wheels chasing
down, deliberately planted, false leads. The tactics employed are
aimed at diverting attention away from critical areas where the
truth would be revealed.

 Trained operatives have infiltrated the UFO movement, poising as
sincere and trusted investigators while others adopt the roles of
professional skeptics and debunkers. By covering and controlling
both sides-of-theence, they insure that the truth remains hidden.

 Two: This duplicity extends to their relations with the aliens.
On one hand they continue the charade of working with and
assisting the aliens -- to obtain the advanced alien technology,
while they secretly develop operations and weapons systems to
counter the threat the aliens represent.

 The aliens have indulged in the same duplicity. Saying one thing
to the super-powers, to create an appetite for superior
technology, while carrying out their own covert activities
against humanity. They have created wellidden bases of their own.
Bases that allow them to continue their covert operations without
government interference or scrutiny. Bases unknown to the various
world governments.

 It would be untrue to say that the U.S. Government doesn't
suspect the existence of hidden alien bases. However, to date,
they have had shown little success in locating them.

 It is not the intention or purpose of the Phoenix Project to
judge the government's actions or the actions of those
responsible and involved in the UFO coverup activity. Our efforts
are not part of a vindictive crusade against the government. In
our opinion, the public has a right to know the facts and
information revealed by our investigations. If this proves to be
an embarrassment to those responsible for concealing such
information, they have only themselves to blame.

 Our efforts may help wiser heads in the government and
elsewhere, to realize that the aliens have hidden objectives of
their own. Objectives they have not made known to the government
and humanity. Wiser heads may also realize that Washington,
Langley and Fort Meade do not have exclusive possession of that
called "intelligence" or intelligence data. Perhaps they will
finally recognize that "others" are able to obtain, correlate and
evaluate important information on their own. A rational person
might realize the value and importance of cooperation with,
rather than antagonism against, others who possess valuable
information.

 The objective of the Phoenix Project in making this report
public is to accomplish the following:

 1) To reveal to the U.S. Government, civilian UFO investigators
and the public, the existence and location of a hidden alien
base. It will also become known that the aliens have used, and
are continuing to use, without their knowledge or consent,
personnel of the U.S. Forest Service to help conceal the presence
of this base. Details concerning this are included in the updated
information supplement in the Exhibit Section of this report.

 2) Revealing the location of this base will render it useless to
the aliens. This will severely impact part of their covert
activity against humanity.

 3) To reveal one aspect of the alien threat to the public.

HOW THE INVESTIGATION BEGAN AND THE ALIEN BASE WAS DISCOVERED

 The Phoenix Project investigation into this matter began in
early June of 1989. Our Staff Member # 2, then, overheard a
strange short-wave radio transmission that aroused his interest.
Every night, for two weeks, he monitored this unique radio
transmission. Then, using radio direction-finding equipment, he
was able to locate the source of the transmission. By using
triangulation techniques he found the signal was coming from an
area some forty miles northeast of his location.

 On June 10, 1989, he recorded the strange radio transmission.
The broadcast signal lasted nearly an hour. The recording was
sent to the Project's Headquarters for further analysis. Our
analysis of the recording caused the Project to launch a major
investigation into this matter. As a side project, our Staff
decided to "test" the current degree of government secrecy
regarding UFO research. We created a test.

THE TEST

 Our staff contacted Dr. Peter Sturrock at Stanford Research
Institute in Palo Alto, California. Dr. Sturrock enjoys a quiet
reputation of being a "concerned" and reliable UFO Researcher. We
requested that he conduct a further study and analysis of the
recording. Dr. Sturrock was very interested and cooperative -- at
first. However, very quickly, his attitude changed. Within a
week, and acting very reserved and guarded, he phoned us stating
he couldn't have anything further to do with this matter and that
Stanford Research could not analyze the recording. No further
explanation was offered. He suggested we take the recording to
Dr. James Harder at NASA's Ames Research Center in Mountain View,
California. We thanked Dr. Sturrock for his initial interest and
expressed our regrets that he was unable to pursue the matter
further. In the next day's mail, we received the recording and
our analysis notes from Dr. Sturrock.

 A courier delivered the recording to NASA's Dr. Harder, in
person, the following day. A week later we called to ask how the
analysis was progressing. Dr. Harder was not available when we
phoned, but his secretary could not recall having received any
recording from us. Therefore, there was nothing to analyze and
they were unable to assist us further. The tone of the
conversation was abrupt and had the ring of an obvious dismissal.

 Fortunately, the "lost" recording was a copy and not the
original. It was becoming very obvious that Dr. Sturrock and
Stanford Research, and that Dr. Harder and NASA, were not going
to reveal what their analysis of the recording revealed. Again,
the official research community had failed our "test." It was
time to move on.

 Meanwhile, the Project's Staff decided to investigate the
location thought to be the source of the strange radio
transmission.

 On June 15, 1989, a Phoenix Project Survey Team made a
preliminary investigation to locate the site and origin of the
mysterious radio transmission. The site was located and a
preliminary investigation was completed.

 A second site survey and more detailed investigation was
conducted on June 28, 1989. The results of this second survey
prompted the need for an in-depth scientific survey and
investigation of the site.

 On July 19, 1989, the third survey was launched. A well-equipped
science and investigative team arrived at the K-2 Site for a
three-day effort. For security reasons, at the time, the Phoenix
Project assigned the code name "K-2" to the site area and the
investigative effort. The results of all three site surveys and
the results of the investigation, were compiled the following
week. The following report reveals the details of that
investigation.

K-2 -- A SPECIAL REPORT

A SUMMARY OF FINDINGS

GENERAL DESCRIPTION

 K-2 is the Phoenix Project code name for a specific geographical
site in Northern California. It has been determined, by
investigation, that this site is the location of a previously
unknown and undiscovered extra-terrestrial (alien) installation
and base of operations.

 To date, the U.S. Government and its various intelligence
agencies has given no indication that they are aware of the
existence of the K-2 Alien Base or its location. It is also
unknown to the general public and to leading UFO researchers.
This report is the first time its existence has been revealed.

 Alien spacecraft seen arriving and departing from this base, and
the small, grey, alien creatures seen at this location, lead to
the inescapable conclusion that this base was built by, and is
operated by, an alien race from the star system Zeta Reticuli.
This race, known in covert government and select public circles,
and to UFO researchers, has been named the Greys.

CONCEALMENT FEATURES

 The site of this secret alien base is within the Plumas National
Forest. The base is well-concealed and hidden underground, inside
a "land-mark" mountain -ilot Peak, in northern California. This
site is located in Plumas County, on a remote and isolated
stretch of county road between the towns of La Porte and Quincy.
See Exhibit 1.

 The site is isolated and cut-off from general access, except
from the air or the use of snowmobiles, or ski's, 6 months of the
year because of heavy snow conditions. A well constructed and
permanent "fire" lookout tower on top of Pilot Peak (K-2) was
suddenly abandoned several years ago. Discussions with local U.S.
Forest Rangers, indicate there are no intentions of ever manning
or re-activating the fire lookout station. Budgetary problems
were not a factor. The explanation given, was that the lookout
was obsolete. Fire spotting, these days, according to the
rangers, is better accomplished by patrolling aircraft.

 This explanation, (in 1989) seems suspect and insubstantial, at
best. Evidence to support these claims are provided by the fact
that other fire lookout stations, in nearby areas, are
operational and manned throughout the peak summer fire season.
Why is the K-2 fire lookout an exception?

 An outstanding "air approach corridor," provides incoming and
outgoing alien spacecraft with exceptional concealment. The "air
corridor" leading to and from this hidden base is, somehow, not
covered by either military or civilian radar or air traffic
control. This has been verified by examination of aeronautical
charts of the area. Terrain features, also, provide excellent
concealment from visual observation. See Exhibit 2.

TERRAIN FEATURES OF THE SITE:

 The main area of the Alien base is a "U" shaped bowl cradled at
the northern end and at the foot of Pilot Peak and its associated
mountain ridges. The site is protected on three sides by 400 to
600 foot mountain ridges. Two, level terrain, landing zones 200
to 300 feet in diameter are present. Well concealed and expertly
camouflaged entrances to the Alien base are located near each of
the landing zones. See Exhibit 3.

 High mountains and deep valleys, leading to and from the open
mouth of the "U" shaped site, provides a 20 mile approach and
departure corridor that is secure from ground-based radar, civil
or military. The deep valley and canyons also prevent visual
observation of low-flying spacecraft. Visual observation from
high-flying military or civilian jet traffic is not likely, as
the site is not on or near an established air traffic route. See
Exhibit 17.

LANDING SITE EVIDENCE

 There are some physical indications present at both landing
sites, Landing Zone 1 and 2 (indentations in the ground, large
circular areas of flattened native grass, and small amounts of
residual radio-active radiation). Most striking, however, is the
fact that there is an unusual absence of animal or rodent
presence. There are no animals; animal tracks, rodents, snakes,
ground squirrels or chipmunks present in or around the landing
sites. However, these creatures are present everywhere else in
the area. Birds, also present elsewhere, seem to avoid flying
over or through the landing areas. Insect life, particularly
flying insects -- deer flies, common flies and mosquitoes, are
present everywhere. Other researchers have established the fact
that the lack of animal or rodent presence in UFO landing areas
is significant.

AREA NEAR CONCEALED BASE

 To the casual observer visiting the K-2 site, everything would
appear quite normal. The area seems peaceful and serene. However,
in the general area of the concealed Alien base, to an
experienced observer, it suggests and entirely different picture.
The area is too tranquil and perfect, both in appearance and in
the general atmosphere of the place. The term "picture perfect"
is appropriate. This setting is completely unrealistic and
paradoxical when compared with other areas a mere half-mile away.

SURVEY PARTY OBSERVATIONS

 On three occasions (in 1989) trained investigators of the
Phoenix Project have visited and investigated the K-2 site. They
have all experienced and observed unusual phenomena and
conditions in the area.

 1) An uncanny stillness (the absence of normal sounds) during
the day. This was even more evident during the hours of darkness.
No animal sounds. No owls hooting. No birds chirping. No cries
from coyotes. The absence of these normal sounds in the area was
unsettling. This phenomenon has been observed on every visit to
this site.

 2) All the investigators experienced independent and unprompted
feelings of being observed by unseen watchers. This was
particularly evident on the first visit to the site. Each member
of the survey party, independently, and with no solicitation or
prompting from each other, reported, afterwards, strong feelings
of being watched and frequently they turned around to look behind
them. However, no unseen watchers were discovered. This left a
strong impression on the survey party.

 3) On the first survey there were observations of unusual cloud
behavior. Clouds that formed out of nowhere. Clouds that appeared
and disappeared with sudden quickness. Thick, angry looking, grey
clouds that billowed up in ominous manner, with a "boiling" and
rolling end-over-end motion, that quickly enveloped the entire
site area. Survey party members wondered if the atmosphere was,
somehow, being controlled. All of this activity was confined to
the K-2 site area. A half-mile away, in any direction, the sky
was clear.

 4) Observations on the first and second visits to the site,
revealed that an earthen dike (erected to maintain a 6 foot water
level in a large pond near the concealed secret base) had very
recently, been deliberately breached over a ten foot width,
dropping the pond's water level to a 6 inch depth. Shovel marks
were evident in the breach area. The lack of erosion, on the
sides of the breached area, indicated its recent nature.

 However, on the third visit this breach had been expertly
repaired. There were heavy equipment tracks (a bulldozer's) in
and around the dike. Earth, dug from a nearby hill, was used to
repair the dike. Forest Rangers, who patrol the area several
times each day, when questioned about this, were at a loss to
explain the repairs. No one using heavy equipment had been
observed in the area. According to the Rangers, the pond is not
used for any known purpose -- yet it's there. Someone recently
breached it to lower the water level. Then, someone, unknown and
unobserved, repaired it. See Exhibit 15.

 Why the pond with no known purpose or function? Why breach it?
Why repair it? Why wasn't the use of heavy equipment or the
repairs, noticed by the patrolling Rangers? It should be stated
that the Rangers are very observant and notice everything going
on in their area, as our questions revealed. Why is K-2, this
Alien base, seemingly, exempt?

 5) The county road between the towns of La Porte and Quincy is a
rough, poorly maintained, dirt road for some 30 miles. Rough dirt
roads are prevalent throughout the area for miles in all
directions. There are no towns, settlements, fishing areas, camp
grounds, or anything else of significance, anywhere in the area
near Pilot Peak (K-2). This site is out in the middle of nowhere.
Yet -- the county road for 2-1/2 miles either side of the
entrance to the K-2 site, is a modern, well maintained, black-
topped, 2 lane highway. Before and after this 5 mile stretch of
modern road, it is again a dirt road. Why? No one questioned by
our investigators had any explanation. And, more curiously, no
one seemed the least bit curious about it. Why? Refer to Exhibits
1 and 3.

 6) There is a rough, hard-packed, dirt road leading to K-2 from
the town of La Porte. It is a narrow 2 lane road. It is not
frequently traveled. On the third visit to the K-2 site,
extraordinary logging activity, by "two" major logging companies,
were evident. Only the trees within 20 feet on either side of
this dirt road are being cut and hauled to sawmills. When
questioned, the loggers were uncommunicative regarding this
activity. However, there is every reason to believe, from the
nature of this activity, that this road is going to be widened
and improved. Possibly, even black-topped.

 One must remember that this road is an obscure county road that
is infrequently used. It provides a secondary connection between
the two towns of La Porte and Quincy, some thirty miles apart.
Why the activity to widen and improve it? Why improve a road that
is hardly used by the general public?

 It must be remembered that all these secondary county roads are
totally impassible, because of heavy snow, for 6 months of the
year. No efforts are made during the winter to keep them open and
clear. In fact, just outside of La Porte there is a heavy metal
gate that is used to block the road during the winter months.
Why, then, all this activity? What purpose is being served?

METHODS USED TO DETERMINE THE PRESENCE, LOCATION AND SIZE OF THE
ALIEN BASE

 Since the only way to conceal a large installation is to bury it
underground, or in the depths of an ocean, out of sight, only
certain types of sophisticated scientific instruments can reveal
the underground presence of such an installation. Foremost among
these instruments, is that known as a portable "total field"
magnetometer. This instrument is widely used by professional
geologists to detect the presence of valuable underground
minerals, oil, and water deposits. It is also used by
sophisticated archaeologists to detect the remains of ancient
buried cities, caverns and other valuable sites of past
civilizations.

 A magnetometer is a precision instrument that measures minute
changes or deviations in the Earth's magnetic field within a
given area. All geological features: mountains, lava beds,
rivers, streams and lakes, plains, meadows and plateaus, and even
grains of sand, eventually, over thousands of years, align their
molecular magnetic structure with the prevailing direction of the
Earth's magnetic field. Earthquakes, volcanoes and geological up-
thrusts, and their resultant forces, in creating all geological
formations, cause deviations in an area's basic magnetic pattern.
Underground geological features such as: upthrust dikes, sheer
planes, faults, mineral deposits, caverns, caves, tombs, rivers
and lakes, etc., and other anomalies, leave their characteristic
and recognizable magnetic signatures.

 In a like manner, any underground excavations, tunneling or
shafts, create a deviation from the normal patterns prevalent in
a given area. Such underground construction activity disturbs the
local magnetic field in the area. This disturbance is caused by
the material excavated or otherwise moved. The magnetometer can,
by noting the strength of such deviations and disturbances, then
determine the location, shape, size and depth of such buried
features and anomalies.

 Sophisticated computer programs can then analyze the information
reported by this instrument and create statistical data, charts,
plots and maps, which portray the underground features of an area
in amazing detail. The magnetometer, in a sense, is similar to
having a form of powerful x-ray vision that is capable of looking
deep within the earth.

 For three days starting on July 19, 1989, a portable total-field
magnetometer was used by the Phoenix Project's scientific survey
team to conduct a magnetic mapping of highly suspect areas of the
K-2 site.

 The presence of our survey teams aroused intense curiosity on
the part of the U.S. Forest Service and their Rangers. The first
day, several different Rangers questioned us intensely. They
asked us who we were, what we were doing, how long we would be in
the area, where we came from, etc. We had prepared plausible
answers to such questions in advance of being questioned. Our
answers seemed to satisfy their initial curiosity. However, the
second and third day of our presence on the site, brought the
Rangers out in force. Hardly an hour would pass before a
different Ranger or pair of Rangers would appear and start the
questions all over again. They seemed determined to find out
exactly who we were, why we were there, what we were doing, and
why we were doing it, etc. Some of the Rangers stayed a while and
became interested in the scientific equipment and its operation.
To satisfy them, we let them assist us in taking some of the
magnetometer readings. But, continuously, they tried to pump us
for additional information. Each time we gave them the same
answers and eventually they would leave. The on-going visits and
questions eventually became a game that was amusing. However, we
couldn't help but wonder what was driving their curiosity and why
they continued the constant barrage of questions. See Exhibit 21.

 This magnetic survey revealed the presence of a large metallic
or metal constructed chamber of enormous size, thought to be the
main alien installation or base, and other metal-lined chambers.
In addition, various metalined tunnels and fused natural rock
passages and tunnels, connecting various areas of the
installation, and providing means to enter and exit the base were
detected.

 Subsequent computer analysis, of the data obtained, created a
highly-detailed magnetic contour map of part of this installation
(the bulk of the main installation lies under an area not
surveyed on this occasion, but "linking" evidence indicates its
direction and location) along with various tunnels, passages and
entrances.  Exhibits  4,  5,  6, 7, 8, 9,  and  10  include  this
scientific information.

CONCLUSION (July 1989)

 It is the opinion of the members of the Phoenix Project's
investigators and scientific survey teams, based on their
personal on-site observations and in-depth study of the Pilot
Peak (K-2) site, the facts revealed, interviews with USFS
Rangers, and scientific analysis, that a hidden, underground,
major operational base of alien beings has been discovered. This
investigation and survey were conducted by highly-trained and
credible individuals who uncovered -- incredible facts. A
complete magnetic survey of adjacent areas, several acres in
extent, would reveal the true dimensions of this installation and
additional valuable details, and is to be recommended. However,
the financial cost of such an extensive survey is beyond the
resources available to this group of investigators.

INFORMATION UPDATE

Date: August 16, 1989 From: Staff # 1 Subject: Activity Reports
concerning K-2

Comment from Staff # 1: Date: August 10, 1989, Time: 2215 PDT.

 At 2215 PDT, I received a phone call from Staff # 2 who was
stationed forty miles southwest of K-2. In an excited manner, he
described sighting a large glowing object that had, only minutes
before, passed very near his observation point. He supplied a few
details. Knowing, from experience that the Phoenix Project phones
are being monitored by various government intelligence agencies,
I cut the conversation short and requested that he investigate
the K-2 Site the next day and send me the complete details by
courier. I received the following information from Staff # 2 on
August 14, 1989.

* * *

Report # 1: By Staff # 2: Date: August 10, 1989, Time: 2212  PDT.
Location: Approximately 40 miles southwest of K-2.

 A brightly glowing object was observed from my location. It was
approximately 30-40 feet in diameter, moving slowly from south to
north at 500 feet above the tree-tops.

 When first sighted, the object was approaching from the South
and slowing down. When opposite my observation point, it stopped
in mid-air and hovered. The object was glowing with a bright
white light, as it approached. When it stopped and hovered, the
color changed to a bright blue light.

 It remained stopped for approximately 15 seconds, then it
changed back to a bright white color, as it started moving slowly
(10-15 mph) toward the North in the direction of K-2.

 Observations: The object lit up the area, quite well, when it
was glowing with the white light. No sound was produced by the
object. Normal animal and insect sounds, in my area, were
silenced. A light breeze, present before the object appeared,
disappeared. Everything became very still, as the object was
approaching and while it was hovering.

 The Moon was still below the horizon. The sky was clear and
dark, with stars clearly visible.

 A "scanner" radio, I was monitoring, picked up severe noise 30
seconds before, during, and while the object moved away from my
location.

I did not experience any electrical effects (tingling or prickly
sensations) during the sighting.

 The sighting lasted approximately 45 seconds. There was not
enough time to get a camera and take pictures.

 Within 10 minutes, after the object left the area, eight Air
Force jet fighters (F-4s, judging from their sound and
appearance) and moving very fast, went overhead traveling in the
same direction the object had taken -owards the North. Four
minutes later, the fighters returned, heading south. I presumed
the object had been spotted by their radar. Their quick return
would indicate they lost radar contact with the object.

Report  # 3 By Staff # 2: Date: August 11, 1989, Time:  1500  PDT
Location: K-2

 Following the events of the night before, I made a quick trip to
check out the K-2 area.

 Observation: There was a "burned" or scorched area on the
ground, 30 feet in diameter, at the LZ-1 (landing zone 1)
apparently, where an object had landed. In the rush to get there,
I forgot to take my camera. No pictures were obtained. After
further checking out the area, I left. I decided to return the
next day with a camera to get pictures of the burn marks.

* * *

Report  # 4 By Staff # 2: Date: August 12, 1989, Time:  1300  PDT
Location: K-2

 Observation: Another quick trip to K-2 -- this time with the
camera.

 "This second trip -- brought a surprise. The burned round mark
on the ground wasn't there (the one I had observed the day
before. The 30 foot diameter burned area). It looks like "they"
(the Greys) had removed everything that would show they had
landed there. I did some digging, but there was nothing to show

Memo August 12, 1989 From Staff # 1 To: Staff # 2

 Our contacts in the Air Force verify that on the night of August
10, 1989, at the time indicated in Report # 1 of that date, that
eight F-4's, scrambled from Beale AFB, CA. They had a brief
radar-lock, on a "bogie" in the area described. However, they
lost the target, due to ground clutter when it suddenly descended
into the mountainous terrain. They returned to the base when a
further sweep of the area proved fruitless.

 You're right, the AF had a blip on their radar, but lost it when
the ship dropped into that 20-mile approach corridor between the
valleys and the radar dead zone.

Comments by Staff # 1 Date: 8/15/89, Time: 1300 PDT

 The events taking place, as described in the preceding reports,
indicate on-going activity at the K-2 site. This activity, adds
weight to the conclusions and evidence gathered by our Survey
Team. Those findings were included in the "K-2, Special Report"
Dated 7/28/89. These recent events taking place at K-2 validate
our initial findings.

Comments by Staff # 1 Date: 8/29/89

 Observations of night-time activity at K-2, over the past month,
indicate that alien crafts are making supply runs at two week
intervals. All of our attempts, on site, to photograph or video
tape their arrival, unloading and departures have failed. The
aliens seem to detect our presence even though we have made every
effort to remain concealed. On two occasions, from our concealed
location, we have observed one of their craft making a landing
approach. The craft suddenly veers off, about two miles from the
base, and quickly leaves the area. For both practical and
economic reasons we cannot continue this surveillance. In our
opinion, we have validated the existence of the base and the
alien activity associated with this site.

* * * ADDENDUM:

6/23/92 ADDITIONAL CONCLUSION

 Previously, we mentioned the extreme curiosity exhibited by U.S.
Forest Rangers, and their barrage of questions while we conducted
the scientific survey of K-2 in July of 1989. The reason for
their conduct and questions became known in August of 1989 and
during the course of subsequent investigations at K-2. Refer to
Exhibit 21.

 As a result of the public disclosure of the Alien Base revealed
in this report, it will prove most interesting to observe what
action is taken by any unit of the U.S. Government to deal with
this situation. It is doubtful they will allow an Alien Base to
operate right under their noses.

 This would be an excellent occasion for the public, in large
numbers, to camp out at the K-2 site, use their home video
cameras to record what activity occurs and whether they are
ordered to leave the area.

 Also, without a doubt, it is not difficult to predict a scenario
in which well-paid and learned government experts will proclaim
that no alien base exists at K-2. In the interim, nobody would be
surprised, would they (??), if the area was suddenly fenced off
by a double perimeter chain-link fence and patrolled by security
guards. The public may even be denied any access to the area.
Now, what would that suggest to you?

 It's something of a Catch-22 situation for the government. Any
action taken to suppress the alien base will be revealed and
noticed by the public, and any inction, hoping people will forget
it, allows the aliens to continue their operations. It's a bad
situation for the aliens, as well. All the publicity and people
hanging around the area will disrupt their activities. Somehow,
the term "poetic justice" seems correct in this situation.
Perhaps you'll agree.

Michael,

Didn't the Bill Moore get tangled up in this situation? Didn't this whole
episode cause Paul Bennewitz to have a nervous breakdown? Do you have any
further documentation on this aspect of the investigation? I for one would
like to find out where some (if not all) of the disinformation came
from.Are there any other investigations "The Phoenix Project is working on
?

Thanks,

Rod

... at least one version of this tale appears in Howard Blum's "Out

comments about how correct it is. The way its written, Blum talked
to Moore himself...

First, that was not my work, nor did I have anything to do with it. Someone
uploaded that material to ParaNet and I simply reposted it with permission. I
have found numerous problems with it myself and, although I do not necessarily
believe that something is happening at Dulce, I think that the Phoenix
material is just more disinformation.

Yes. Paul Bennewitz did have some psychological problems as a result of the
disinformation that Moore and his friends were feeding Paul, but the Dulce
thing has never been proven, although that was the subject of the information
that they were giving to Paul as part of the disinformation. In that event, I
would be suspicious as to the validity of anything being located at Dulce. It
is true that there have been UFO sightings at Dulce and there have been cattle
mutilations, but that doesn't prove the existence of an underground base.

That's about the 1st thing I wondered when I read the post.no more was
seen about any characteristics of the transmissions.No frequencies given
or if others had heard & or were told of them or indeed if they were
directly related to Pilot peak.
As for the aptly named Pilot Peak who has climbed the area.What about
historic records & radio monitoring?.

On radio monitoring those number stations are an interesting rebuttal
to the 3 man leak posit.
Or does Sheaffer have the good oil on who is responsible for these efforts
& where.

BTW-WHo is Larry Eckert?.

I've never heard of the Pheonix Foundation (Mcgyver excluded). I do know
that F-4's were never stationed at Beal (Spell) AFB. The F-4's could
possibly have came from Castle AFB which is in central California. I question
the credibility of the supposed Air Force personel who verified that the
F-4's came from Beal. However, the report was a good read :)

All,

As section leader of a UFO area on CompuServe, when we read the K2 report
from the Phoenix project we did not quite know how to take it. Was this
another attempt at disinformation, a way to make a few bucks by getting you
to buy their printed paper, or was it for real. So we decided to find out.

A few members of my section got together and over this 4th of July holiday
weekend decided to check things out. What they found you may find
interesting. This was in no way a complete check of the Phoenix groups
claims, but interesting nonetheless. We are planning further expeditions to
the K2 area in the near future and I will keep all advises as to what we find,
since it is of importance to us all.

If you have any questions of comments about this report, please forward them
to me, and if you have CompuServe access may I suggest checking out the New
Age Forum and the UFOlogy/Contacts section.

*****************************************************************************

David,

Well, I made it back from Pilot Mountain! What a beautiful area. It is remote
and would be a good spot to try and conceal something but I saw no evidence to
support the claims of the Phoenix report. Keep in mind that I was there for
only a short time (1 1/2 days) and I did not have the actual K2 report with
maps and descriptions of where EXACTLY the LZs, base, and entrances were
suppose to be. When I do get the report I will more than likely make another
trip out there just to satisfy my curiousity and keep this thing from growing
into something it probably isn't.

I arrived in Quincy on Saturday at about 5:30am. I then proceeded into the
Plumas Nat'l Forest via the Quincy-La Porte Road. For the next five hours I
just drove around the dirt roads checking things out. There is road
construction in progress complete with earth movers, bulldozers, graters, and
dump trucks. It was a holiday so no constuction was going ons. The existing
dirt roads were eroded, and narrow in places so, IMHO, the construction was not
suspect. This area skirts the Feather River and some of its off-shoots which
is popular amoung trout fisherman. That may be one reason the roads are being
repaired. Also, it appeared that logging was prevelant in the area. Since so
much logging in various areas thoughout CA has been restricted I can see
logging interests putting in $$ to access areas where they are allowed to
harvest, which is what I think is happening.

The roads are poorly marked and thus confusing to get around on. I looked for
most of that morning around the Pilot Peak area for the access road leading up
to the lookout station but could not find it. It is probably a four wheel
drive type road and thus not evident to the passer by, which I'm sure I did
several times. The tower placement on top of the mtn. is perfect. It's up
above everything and looks to offer a good view. I decided to hike up there.

The Pacific Crest Trail passes through the area and skirts along the side of
Pilot Peak. The trail head is well marked at PP's base so I took it. The
trail was easy to follow and I took it up to the ridge where I cut off to get
to the lookout station. The last few hundred yards were VERY steep and strewn
with loose flagstone and gravel. On my approach I could hear voices (kids) and
then see some young people in the tower. They had left by the time I got to
the tower. It took three hours to get there and the view alone was worth it.
The station is abandoned and from markings in the cement appears to have been
constucted in 1976. It is very well built and offers an EXCELLENT view, 360
degrees, of the surrounding area. I can't imagine a better way to watch the
area then in that tower. Once up there I could see a dirt road coming up the
mtn and stopping about 100 yards down slope. The last part up to the tower is
'feet only.' I seriously considered going down the road to find where it cuts
off from the main road below but daylight was running out. I poked around a bit
more, took some pictures and headed back down to the trail I had come up on.

When I got back I ate and by then it was dark so I drove out to a vista point
and watched the area for whatever. During the night I drove to different
points of view...and saw nothing unusual. The next morning I slept a bit then
hiked around PP area a bit more.

>From my cursory examination of the area I could not support the fantastic
claims made by The Phoenix Group. However, I did not have a magnetometer,
geiger counter, or any other sofisticated equipment. All I could do was
observe the area through an average persons eyes. I did that and saw nothing
except a beautifully remote area.

The one odd thing I did see was at the Ranger Station in Quincy. As I entered
the parking lot there's a sign showing visitors where to park, employees
parking, and one that reads "F.S. Heliport NASA." I drove ....

over to the entrance to the "heliport" which had an open gate and a sign that
read--"No Trespassing $500 and/or 6 months Air Operations Restricted Area."
I could not see beyond the gate because of the forest and slope of the hill. I
wasn't sure if they enforced this notice but didn't want to find out right
then. Why would NASA have a heliport way out there? That I don't know and
couldn't find anyone to ask.

I've been too long winded already...I will get the K2 Report, find specific
locations to search and look things over again. Any suggestions that would
enhance my efforts would be appreciated.

                                                 --Jason

I've read or heard a couple of pieces in the mainstream news lately concerning
the fire lookout towers and how these are now being rented out to people
who want to vacation in a remote spot with a great view. According to the
reports, many of these towers were "suddenly abandoned" a few years ago for
the reason stated above. Plus, the Forest Service or whoever owns the towers
can make a few bucks to help their budgets out this way. The official
explanation doesn't seem the least bit suspect to me, unless you're convinced
that this bit of news is a further attempt at spreading misinformation.

Maybe you folks who really want to get to bottom of things can rent that tower
out and make your own observations. Unless you make it known that you're
going there just to watch for the aliens, no one is going to know any better,
right?

Recently we published two reports generated by the Phoenix Project, a group in
Carson City, Nevada. These two documents allege that members of this group
investigated reports of underground alien bases in Dulce, New Mexico, and an
underground alien base located in the Plumas National Forest in Northern
California.

Because of the following findings/reasons, ParaNet has assigned a high level of
probability that the material contained in the documents is disinformation and
is inaccurate.

The reasons are as follows:

1) The Phoenix Project is unknown to the general UFO research community. No
where in any of the materials are the principals of the organization
identified. As is the case with any materials where substantive findings are
reported, it demonstrates a strong lack of credibility when the names and
addresses of the investigators are not provided.

2) Due to an investigation that has been ongoing, we have found that the
material on Dulce is inaccurate. It is interesting that the Dulce report
denies that anything exists at Dulce. Although we have found no information to
the contrary, we feel that the report from the Phoenix Project is inaccurate as
to location of buildings and other factors. There are things down there which
are unusual.

3) The K2 material is too ambiguous and does not provide enough reliable data
bits to launch an investigation into the claims. It appears that although the
report is written with some literary license, the findings are presented in a
very unscientific fashion.

ParaNet will provide a complete report of its investigation into the various
other claims contained in the reports as soon as the information is available.
We have written to the Phoenix Project requesting further information.

In the meantime, we urge caution in the use of this material.

Over the last few days we have been posting information supplied by the Phoenix
Project of Carson City, Nevada. This information has been strongly disclaimed
by ParaNet pending the results of our investigation to determine the validity
of the Phoenix Project and its officers.

While the investigation is still ongoing, we have found some highly disturbing
things relating to credibility of the group. This information will be reported
as soon as the investigation is completed. This should be in the next few
days.

Until this investigation is complete and the findings published, ParaNet wishes
to urge everyone not to send any money to the group.

A few weeks ago, ParaNet received on-line copies of several
documents which purported to come from a previously unknown
organization called "The Phoenix Project". The project is
described in the documents as a "private, civilian, research
organization" which was "formed in 1952 to investigate and
correlate information" concerning UFOs and ETs. According to the
information contained in the documents, for a small price one can
receive printed copies of the project's reports, complete with
maps, magnetometer readings, and a host of other supporting
charts and diagrams which serve to make the whole endeavor look
scientific and legitimate.

The documents we received were formulated as investigative
reports on two of the hottest and most controversial issues
within the UFO research community: the underground alien bases
which are said to exist at numerous locations around the United
States, and the cluster of alleged UFO-related projects sometimes
referred to collectively as "Operation Majestic Twelve".
Specifically, the material consisted of three separate documents:

(1) "The Ultimate Secret", originally dated 4 August 1989 and
revised most recently 5 May 1992, purporting to lay bare the
inner workings of the government's secret UFO projects, including
the recovery of alien technology and bodies from crashed UFOs,
the exploitation of this technology by a number of code-named
government projects, and the involvement of NASA and the SDI
program in preparing for conflict with alien invaders;

(2) "The Dulce Report", dated 27 May 1992, describing an on-site
investigation of the Dulce and Archuleta Mesa area in New Mexico,
which purportedly proved beyond any doubt that there is nothing
there of any interest to UFO researchers despite persistent
reports to the contrary; and

(3) "The K-2 Report", originally dated 28 July 1989 and revised
27 June 1992, which purports to document the discovery of a
genuine "secret alien base" in the Pilot Peak area of Plumas
County, California.

ParaNet quickly reviewed this material and posted it in its
entirety for our subscribers, pursuant to the permissions
attached to the material by the publisher. We also posted a
preliminary evaluation which warned that the material might
contain inaccuracies or deliberate disinformation. This
evaluation was based on a number of factors:

(1) much of the information in "The Ultimate Secret" about
Operation Majestic Twelve and associated projects is clearly
related to, and probably derived from, earlier material which has
been dismissed as worthless by almost all reputable UFO
researchers;

(2) much of the information in "The Dulce Report" about Dulce and
the Archuleta Mesa contradicts information already provided to
ParaNet by other capable investigators;

(3) some of the information in "The K-2 Report" is intrinsically
implausible (although, admittedly, not impossible), such as the
claim that a seasoned military intelligence operative "forgot"
his camera when rushing to document a UFO landing site, or that
by the next day that same landing site had been re-sodded by the
aliens to obliterate all the evidence.

ParaNet received the three documents as uploads from a Mr. Jack
L. Mathias of Carson City, Nevada, who represented himself as the
sole public spokesman for the Project. But the reports themselves
name neither the authors of the documents nor the principals of
the Phoenix Project. Instead, they cryptically state that they
are the work of "former military personnel who have all been
associated with intelligence activities, and have knowledge of
covert government operations concerning UFO's". Given the sorry
history of anonymous documents and "former" government agents in
the UFO community, ParaNet felt it necessary to start its own
investigation in an effort to determine just who was behind the
Phoenix Project and what their motives might be.

First we sent a letter to the post office box listed in the
documents, asking for further information about the group; but
the letter was not answered. We corresponded by electronic mail
with Mr. Mathias, who represents himself as an agent for the
group, but he refused to provide any of the information we
requested. So much for the direct approach.

Each document formally states that the Phoenix Project logo is a
registered trademark (presumably in the state of Nevada, since
that is where their mailing address is located), so we tried a
query to the Nevada trademark office in Carson City. That office
informed us that the state of Nevada has no record of any current
trademarks under the "Phoenix Project" name. They did say that
articles of incorporation were filed under the name of the
Phoenix Project on 25 August 1988 by a Mr. Thomas Naylor of Las
Vegas, Nevada. However, the corporation failed to file the names
and addresses of its officers by 1 July 1989 as required by
Nevada law, as a result of which the incorporation was revoked by
the Nevada Secretary of State. And so we reached another apparent
dead end, except for one bit of trivia uncovered by a ParaNet
investigator in Las Vegas: An attorney named Thomas C. Naylor had
recently moved into an office building at 2810 West Charleston in
Las Vegas.

Next we contacted the U.S. Postal Service in Carson City, Nevada
to determine the box holder for the Phoenix Project's publisher,
Advent Publishing Company. We were told that the box was
registered to a Richard T. Miller, whose address was given as a
mobile-home park in Carson City. Following this, we contacted the
Clerk and Recorder's office in Carson City, and determined that a
Richard Miller is listed with them as the legal owner of Advent
Publishing. However, the telephone number they gave us for Mr.
Miller has been disconnected, and directory assistance was unable
to provide a new one. Another brick wall.

To this point, all attempts to verify the Phoenix Project's
legitimacy using conventional methods had proved futile, so we
decided to try a different approach. The Phoenix Project
explicitly and emphatically disclaims affiliation with any other
groups using the name "Phoenix". And just to make sure everyone
gets the message, each document states at the beginning that
"[i]n particular, there is no affiliation with a publisher known
as America West, any of its publications, or the individuals
known as George and Desiree Green". Unfortunately, ParaNet has
uncovered evidence that these disclaimers may be intended to
conceal rather than to illuminate.

America West, it turns out, is the publisher of a magazine called
the Phoenix Liberator, which carries large quantities of
channelled material alleged to originate with an entity from the
Pleiades known as "Hatonn". The Phoenix Liberator has come under
fire recently from some in the UFO community as anti-Semitic and
neo-fascist. (See, for example, "Hatonn's World: A Neo-Nazi  ET?"
by Don Ecker in the July/August 1992 issue of UFO Magazine.) But
"Hatonn" and his defenders vehemently deny the charge, and the
whole affair has been widely and rather nastily trumpeted both on
the net and in print.

It seems that until recently America West Publishers and the
Phoenix Liberator were operated out of Tehachapi, California. But
a few days ago one of ParaNet's subscribers uploaded a response
from "Hatonn" to Don Ecker, which he said he had pulled down from
the Phoenix Liberator BBS; and with it he posted a new address
for the Liberator. That address was all too familiar: 2810 West
Charleston Boulevard, Las Vegas, Nevada--the same building, it
seems, where an attorney named Thomas Naylor also has his new
office.

And then another strange coincidence: A posting coming across the
Internet stated that before "Hatonn" channelled through his
current host, he used to convey his messages through a Mr.
Richard Miller, who started an organization which was known as
the Solar Cross and which was apparently a forerunner of the
Phoenix Liberator. Is this the same Richard Miller who owns the
Phoenix Project's publisher, Advent Publishing Company?

We do not yet know if the Thomas Naylor who tried to incorporate
the Phoenix Project is the same Thomas Naylor who apparently
shares 2810 West Charleston with the new offices of the Phoenix
Liberator. We do not yet know if the Richard Miller who owns
Advent Publishing is the same Richard Miller who reportedly once
channelled "Hatonn". In short, we do not yet know if the Phoenix
Project is truly an independent organization, or merely another
incarnation of America West Publishers and the Phoenix Liberator.
But the coincidences are certainly striking and suggestive. And
in light of this we again urge extreme caution in dealing with
the Phoenix Project material, until such time as a definitive
assessment of the Project's motives and reliability can be made.

ParaNet will keep you advised of our findings as they become
available. If you have any information about the Phoenix Project,
especially regarding its possible relationship with the Phoenix
Liberator or America West Publishers, please send it to Michael
Corbin by Internet mail to mcorbin@paranet.org; by Fidonet to
1:104/422;  by U.S. Mail to P.O. Box 172, Wheat Ridge, CO  80034-
0172; or by phone at 303-431-8796.

(click,click,click,click,click,click,thum-thump) at 1 cps for approx 12 min.

click/thump fades to:

(wwwwwoooooooowwwwwwwwwoooooooowwwwwwww) at about 1 cps

with a

...oooooowwwwwwtinklewwwwwooooo... about every 6 seconds (varies)

for about 30 minutes. wowowowow starts getting faster and faster (up to
about 5-10 wowow's a second) At that point the inherent tone of the wowow's
drops from about 500 hertz to 300 herts. The wowow's inherent pitch pick right
back up but volume is somewhat subdued. You then start (only way I could
describe) hearing "whalelike" sounds in the backgound. The wowowow's are
still present and start slowing back down to their original 1 cps speed.
Relative predominence of wowow and whale's song alternate for short period
of time. Tinkles are still present and have never faded but vary in their
frequency of appearance. This sequence goes for about 12 min. and then at
the last part of side two there is a definit "edit splice". What is
put on the tape to the end is the wowowowow at 1 cps with the
oooowwwwwtinklewwwwoooo's in it. This goes on for another 4 or 5 minutes.

What is it you ask? Well, I find it very enjoyable to listen to. Makes me
very relaxed. Helps my tension headaches. From what I know of radio,
the click/thum-thump stuff could be over the horizon radar or an ionospheric
sounder. I wish they had flipped on the BFO during reception for a little
while, I could have determined either. The reciever was kept on AM the
entire time. Its kinda eerie to listen too. Especially the later parts.

Anyone else heard this tape? Help me be more accurate in my descriptions
if you can. Its hard to explain wowow's and clickthum-thump's in a message.

Gregg.

REFLECTIONS ON THE K2 REPORT & OBSERVATIONS AT PILOT PEAK
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
Having read the Phoenix Project's K2 report and having visited the
Pilot Peak area I offer some of my impressions and observations.
Animal Sounds:  The K2 Report suggests there is curious lack of
animal sounds and indicated there is an unnatural quiet in the
area.
Having spent 2 nights in the immediate area in question I can say
there was nothing I observed, either by night or by day, to support
this contention.  The level of animal sounds was consistent with
what I have heard in other forested areas.
Animal Life:  The K2 report makes much of the fact that there was
an absence of animal life in the area (this additionally supported
by the claim of lack of animal sounds).  In particular the report
comments on the apparent absence of squirrels, chipmunks, rodents,
owls and birds flying over the area.
On my first night at the Pilot Peak area I spent the night at a
spot over looking the location of the "landing zones."  I had an
unobstructed view of the area.  I was there while the Moon was
still below the eastern horizon and I used a high-powered spotlight
to illuminate the area.  I saw no less than two (possibly three)
deer - one of which was very close by, if not on, one of the
"landing zones."  Throughout the night, owls could be heard
hooting.  During the day birds could be seen flitting about the
meadow that contained the "landing zones" and both squirrels and
chipmunks were easily seen.  At the very top of Pilot Peak there is
a lookout station which I explored.  There I found two exhausted
boxes of D-Con rodent killer and rodent droppings in the first and
second floors of the station - clearly evidence of rodents.
Another variety of rodent - bats - were seen in no small numbers
around the Pilot Peak area.
I will comment on the K2 report itself concerning their claim of
absence of animal life and animal sounds.  I found it a curious
contradiction that one of their observers (and I do not recall how
they identified him/her, it was perhaps Contact #2, but it was the
one who forgot their camera and had to come back the next day to
make photographs) indicated that there was a sighting of a UFO and
once it came into view all the animal noises ceased.  I have to
ask - if there was a curious and noteworthy lack of animal sounds
how could they cease?
Landing Zones:  Having seen the purported "landing zones"
personally, and in some cases having walked over them, I have to
say there seems to be a more prosaic explanation.  There was an
abundance of deer tracks throughout the area.  It is not
unreasonable to assume these are places where deer have rested.  I
found it odd that in the midst of the flattened grass there was, in
some instances, a variety of tall weed that was still standing,
unbent, in the area of flattened grass.  In addition, the "landing
zones" exhibited none of the swirling patterns associated with UFO
"nests" or the more recent crop circles.  Very low strangeness
index and certainly subject to more "Earthly" explanation than
landed craft.  I also found other, smaller, areas of flattened
grass which looked exactly like the purported "landing zones" but
which could clearly be discounted as such.
There are two other factors which weigh heavily against these areas
being "landing zones" which I will address next.
Camping Area:  Far from being the desolate area one might imagine
from reading the K2 report there is a camping area immediately
adjacent to the "landing zones."  To the southwest, and just behind
a moderately dense stand of trees, this camping area did not remain
unoccupied during the time of my visit.  On the first night there
were three carloads of people camping and on the second night there
was one family there.  The area of the "landing zones" is easily
seen from this camping area and access to the "landing zones" from
the camping area is immediate.  It is not the sort of area one
would choose if one wanted any sort of privacy.  In addition, the
area of the "landing zones" is clearly seen from the road which
passes nearby and the view from the road is unobstructed, save for
two small trees, for over a quarter mile of travel.
The Road:  The report mentions a road which passes the K2 site.
This is not the unused and long-forgotten road one would envision
from reading the K2 report.  Quite the contrary.  During the day
logging trucks, pick-up trucks, residents of the La Porte & Quincy
areas and campers travel this road.  While it will never resemble
rush hour, I was somewhat surprised at the number of vehicles
traveling that road as I thought we were well off the beaten track.
At night the traffic is much less active.  The first night there
was no traffic from 9 PM until 4:15 AM the next morning.  The
second night there was traffic on and off throughout the night.
Again, the meadow with the "landing zones" is clearly and
unmistakably visible from the road.
Forest Service:  The K2 report alludes to the Forest Service
personnel being mind-controlled minions of the Greys and says they
were questioned about their reasons for being there.  The report
paints a picture of the Forest Service watching their every move
and questioning their every action.  I found quite the opposite to
be the case.  Not once did the Forest Service exhibit the slightest
interest in what I was doing - even when I passed a Forest Service
truck on the mine road (a dirt road that leads right to the base of
the summit of Pilot Peak).  The only reaction I received from the
Forest Service was a smile and a wave as they drove past in their
trucks.
My observations cover a brief period of time - from the evening of
Wednesday, August 19 to the morning of Friday, August 21.  My
comments and observations can be verified and confirmed by Mr. Ed
Stuart who accompanied me to Pilot Peak.
As Ed has asked, "If the facts we CAN verify are false then are the
facts we CAN'T verify false?"  To which I must reply, not
necessarily, but they are certainly called into question.
Other lines of inquiry come to mind.  IS the corridor from the west
to Pilot Peak actually RADAR blind as put forth by the Phoenix
Project K2 report?  I'm sure any ATC person from the area can
answer that easily enough.
I also think a discussion with Forest Service personnel is in
order.  Are they aware that some of their members are being
presented as unwitting allies of the Greys?  Did they have occasion
to question the activities of a group of people investigating the
Pilot Peak area?  Has there ever been a female member of their
team, and if so, who was she?  And if so, what does she think of
the seduction for information scenario as described by the K2
report?
I think I'm ready to go ask some questions.
Richard Miller who was associated with George Green, and *may* still be,
however according to his admission, he is no longer affilated with Green.
To:  Mr. Michael Corbin
    ParaNet Information Service
From:  Advent Publishing Company and
      Richard T. Miller
A message from you, made public on many BBS's and pertaining mainly
to the Phoenix Project, was brought to my attention.  In that
message you mention my name, the name of my company, and try to
create an impression that I am involved in some type of activity
and have relationships with others that is questionable.
You state in your message: "based on striking and suggestive
circumstances," that there is a possible connection between myself,
Advent Publishing Company, and another publisher - known as America
West and one of their publications "The Phoenix Liberator."  You
fail to clearly label your statements, or your presumptions, as
"pure" speculation.  I find your technique of using such
speculation, and the end-result of that usage - guilt by
implication - very offensive.
The statement I refer to is - whether I am, or my company is,
another incarnation of America West and their people. The answer is
an emphatic - no.
Let me set the record straight.  I am a semi-retired electronic and
radio and television broadcast engineer.  I am also the sole owner
of Advent Publishing Company.  This Company is registered as a sole
proprietorship, in Carson County, State of Nevada. I operate this
business to occupy my spare time and to supplement my retirement
income.  Neither myself, or my Company has any connection with
America West Publishing, their publication the "Phoenix Liberator,"
or any of their numerous publications.  I do not know them, and I
have never had any dealings with them.
It should be perfectly clear and very obvious from what I've
stated, that I find the activities of America West and the content
of the "Phoenix Liberator" thoroughly disgusting.  And that, Mr.
Corbin, is the overwhelming reason for my use of a strong
disclaimer, disavowing any relationship or affiliation with the
above named organization, its publications, and their known
principals.
You also raise the question as to whether I am the same Richard
Miller who, many years ago, communicated with an individual known
as Hatonn and started an organization known as the Solar Cross.
My answer may startle you.  Yes I am, and yes I did.  However, I
have not been active in such activities for many years. I am
answering this question only because of your attempt to make an
onerous association between myself and America West, and the
"Phoenix Liberator."  An association that doesn't exist.
I can state, however, without reservation, that the "Phoenix
Liberator" is fraudulently using the name Hatonn and claiming he is
the source of their information.  They have used the name of a
respected Being as a "drawing card" to entice the innocent and lend
a degree of credibility to the rubbish they publish.
I am not the only one who might feel this way.  In closing let me
quote a paragraph in a message sent to Jack Mathias by Don Allen,
regarding America West and the "Phoenix Liberator," on Fido_UFO:
"Jack - Received your message and here is something to mull over.
Just remember that people who claim to channel "Higher Entities"
should be judged not only on their words, but also by their actions
and ethics.  I have read a considerable amount of "Hatonn's"
material and it does not leave me feeling edified, uplifted or
enlightened.  It is very condemnatory.  It is, I submit, not of the
Light.  These aren't the words of a "Christed being"...they are
Cooperish rantings from quick buck con artists and most likely the
"entity" that Dharma" is "channelling" (If "Hatonn" exists at all)
is most definitely some lower/dark astral being.  By their fruits
ye shall know them."
On 6 August 1992, ParaNet Information Service posted a preliminary
statement on our investigation into an organization known as the
Phoenix Project, which had recently released "investigative reports"
entitled "The Dulce Report", "The K-2 Report", and "The Ultimate
Secret".  In our statement we pointed out some apparent problems with
all three Phoenix Project reports, as well as some suspicious aspects
of the Project's organization itself.  In our conclusion, we issued a
warning not to take the Phoenix Project reports at face value, pending
further investigation.
On 10 August 1992, Jack Mathias of the Phoenix Project responded in a
long, rambling message posted to a number of bulletin boards and news
groups.  Unfortunately, rather than dealing with the substantive issues
raised in our previous postings regarding the project and its
publications, Mr. Mathias's statement consisted mostly of ad-hominem
attacks impugning the motives, integrity, and competence of ParaNet's
officers and investigators.  Here is some typical language excerpted
from the Phoenix Project statement:
  " ... you blew it ..."
  " ... a snap judgement without examining the evidence ..."
  " ... your spontaneous and instant negative reaction ..."
  " ... your attitude problem ..."
  " ... you abused your position of trust and responsibility ..."
  " ... inexcusable ... a new record for prejudice ..."
  " ... you've just won the Golden Fleece Award ..."
  " ... outstanding ineptness ..."
  " ... amateur sleuthing ..."
  " ... self-centered ..."
  " ... lacking any real expertise ..."
  " ... seated upon your starry throne ..."
  " ... elected yourself to be the final arbiter of the truth ..."
  " ... Judge, Jury, and Executioner ..."
  " ... Kangaroo Court Proceeding of your own fashioning ..."
  " ... arm-chair expertise ..."
  " ... laughable ..."
Following paragraph after paragraph of this kind of personal invective,
Mr. Mathias then suggests that:
PP> In our opinion, the public deserves the truth regarding the real
PP> story of UFO's, government involvement and the Alien threat.  That
PP> should be our objective. ...  Perhaps you'll agree that, that
PP> objective is more productive than entertaining the public via the
PP> BBS links with a side-show of petty squabbles and bickering
PP> between individuals and organizations.
This is a noble sentiment, and one which we at ParaNet wholeheartedly
agree with.  Hopefully in the future the Phoenix Project's
representatives will take some of their own advice and try to keep the
rhetoric down to a more civilized level.
Having said that, let's look at the actual issues raised by this latest
salvo from the Phoenix Project, and see how they stack up.
PP> Let us review the facts.  You reacted by issuing a public warning
PP> to the members of ParaNet, which was also widely distributed via
PP> other BBS's nation-wide. That warning contained language which
PP> implied the information, and the source, were highly suspect.
PP> Thus, single-handedly, you created a strong impression throughout
PP> the UFO community, that our information was false.  Many sincere
PP> people, trusting your qualifications, accepted your warning.
True.
PP> You took it upon yourself to make a snap judgement
PP> without examining the evidence.
False.  We did not arrive at our conclusion single-handedly or
instantaneously.  Our analysis and the resulting warning were the
products of considerable discussion among ParaNet's researchers and
subscribers.  They were also labeled as tentative, pending further
investigation.
PP> In your message, you mention that you wrote to the Phoenix Project,
PP> after the fact and your preliminary judgement, requesting further
PP> information.  You made the same comment in other BBS messages.  You
PP> state that we did not respond to your request.  You also imply, by
PP> insinuation, that this is a mark against us and a further
PP> indication that we are suspect.  ... To date we have
PP> not received your letter of inquiry.  Apparently, of all the mail
PP> we receive, your letter is the only one that has gone astray.  We
PP> can only conclude that is was either lost in the mail or you didn't
PP> mail it.  Did it ever occur to you to mail us a second request,
PP> when you did not receive a response to your first inquiry?
The letter was followed up with electronic mail to the Project's
spokesman, Jack Mathias.  The request for information was repeated
through that channel.  The request was refused.
PP> But, this was not the end of your attitude problem regarding the
PP> Phoenix Project.  You did the same thing, again, issuing warnings,
PP> etc., with our release of the K-2 and the Ultimate Secret Reports.
PP> And, again, you had not seen or examined the supporting documents
PP> at the time you issued those warnings to ParaNet and the public.
We have already stated our reasons for suspecting the "K-2" and
"Ultimate Secret" reports.  As with the "Dulce" report, our suspicions
went to the core of the entire concept and execution of both reports;
consequently, it seemed unlikely that the "supporting documents" would
make much difference.  Our judgement in this matter was borne out when
we received the "supporting documents" from another source.  We were
not impressed.
PP> Would we be out of line in concluding that your mind was
PP> already made-up?
Yes, that would be out of line, since our minds were not and in fact
are not yet entirely made up.  Our warnings were tentative, and in our
view totally justified.  So far we have not been provided with any
evidence to the contrary.  If such evidence is provided, we will not
only change our minds but say so publicly.
PP> Fortunately, for the UFO Movement, other
PP> investigators and researchers don't share your opinion.
That's not the feedback we've been getting.
PP> You state in your initial message that "much of the information in
PP> the Dulce Report about Dulce and the Archuleta Mesa contradicts
PP> information already provided to ParaNet by other capable
PP> investigators."  What information?  Who provided it?  How did you
PP> determine its validity?
Our information consists of the testimony of ParaNet investigators and
others who have been in Dulce and on the Mesa.  Their experiences were
very different from what you describe, and it is difficult to reconcile
your claims with the findings of our own people.
PP> We formally request access to that
PP> information.  We'd like to examine it ourselves.  Can we obtain
PP> copies of "that" information?
Our investigation continues, and the information will be made public
when it is complete  At that time we will be glad to provide you with a
complimentary copy of our report.
PP> Now, let us get to the main thrust of your message - your
PP> investigation to reveal the personnel of the Phoenix Project.
PP>
PP> [several paragraphs of meaningless abuse deleted]
>
PP> What, if anything, is the Phoenix Project guilty of?  Is it the
PP> fact that we dared to question and investigate two of the sacred
PP> cows of UFO-dom namely the ones you mentioned, i.e., "underground
PP> alien bases, and the cluster of government projects referred to
PP> collectively as Operation Majestic Twelve?"
No.  ParaNet has long questioned both of those sacred cows.  To this
point we have seen no acceptable proof for the existence of any
underground alien base near Dulce, nor have we seen adequate proof for
the existence of "Operation Majestic Twelve".  We have publicly stated
as much on many occasions.
PP> According to our sources within the intelligence community, the
PP> Dulce Scam, perpetrated by the disinformation specialists of MAJI,
PP> better known to you as Majestic Twelve with help from the CIA and
PP> NSA, is considered one of their most brilliant success stories.
But, of course, these "sources" cannot be named, and all we have to go
on is your word that they even exist.  And, unfortunately, you are
making a concerted effort to keep anyone from knowing who *you* are,
either.  Anonymous stories relayed by anonymous story tellers.  Sorry,
but that's not "evidence".
PP> We sent in experienced investigators, not amateurs, to check out
PP> the alleged Dulce Base.  Those people knew what to look for, how to
PP> look for it, how to get answers, and are not easily mislead.
We have no evidence for this except your say-so.
PP> If you do not agree with our findings, get off your posterior, go
PP> to Dulce, and check it out for yourself.
We have.
PP> In fact, we invite
PP> anybody to do the same thing.  We're sure you'll find exactly what
PP> we did ...
We didn't.
PP> You imply that you're good at asking questions -- how are you at
PP> answering them?  We have a few questions ... Would you mind sharing
PP> with all of us, everyone on the BBS's and the public, what hard
PP> evidence you have that, without question, supports the presence and
PP> validity of the Dulce Base.
Would you mind sharing what hard evidence you have that we ever said
anything of the kind?  We have never said anything in support of the
presence of a secret alien base at Dulce.  In point of fact, we
consider it extremely unlikely that any such base exists--at Dulce or
anywhere else.  That's one of the reasons we have so much trouble with
your "K-2" report, which purports to document the existence of just
such a base in California.
PP> Unless you have irrefutable
PP> evidence to present, made available for public scrutiny and
PP> evaluation, which invalidates the findings of the Phoenix Project
PP> regarding Dulce, K-2, or the Ultimate Secret, or our future
PP> reports, back off.  Either put-up or shut-up.  In other words, get
PP> off our back.
All right, challenge accepted.  Let's start with this statement from
your "Ultimate Secret" report:
PP> According to eye-witness testimony, the CIA
PP> agent in charge of this covert operation, wearing the
PP> uniform of an AF Colonel, was William C. Cooper. ...
PP> This witness testifies that this is the
PP> same William C. Cooper, who has been prominent since 1988
PP> in the civilian UFO movement.
Is this "William C. Cooper" supposed to be the famous Bill Cooper we
have all come to know so well?  Apparently so.  Unfortunately, in his
own published documents Bill Cooper gives his full name as "Milton
William Cooper", not "William C. Cooper".  Either Cooper doesn't know
his own name, or the Phoenix Project's "eye witness" doesn't know what
he's talking about.
And while we're on the subject of Bill Cooper, it is instructive to
compare some of the text of the Phoenix Project's "Ultimate Secret"
document with some of Bill Cooper's material on the same subject.
Cooper writes in his "Operation Majority--Final Release":
BC> [Project Grudge] was financed by CIA confidential
BC> funds (nonappropriated)
BC> and money from the illicit drug trade ...
BC> The purpose of Project Grudge
BC> was to collect all scientific, technological, medical and
BC> intelligence information from UFO/IAC sightings and
BC> contacts with alien life forms.  This orderly file of
BC> collected information has been used to advance the United
BC> States Space Program.
Now look at the corresponding paragraph of the Phoenix Project's
"Ultimate Secret" report:
PP> Project Aquarius was funded by CIA confidential
PP> funds (non-appropriated) ...
PP> The purpose of Project Aquarius
PP> was to collect all scientific, technological, medical and
PP> intelligence information from UFO/IAC sightings and
PP> contacts with alien lifeforms. This orderly file of
PP> collected information has been used to advance the United
PP> States' Space Program and provided the data needed to
PP> develop present stealth technology.
You don't have to be an intelligence agent to see that these two
passages are virtually identical in both content and phrasing.  Since
Cooper's statement is dated 10 January 1989, more than half a year
before the "Ultimate Secret" report's "origination" date of 4 August
1989, we seem to be left with three possibilities:  (1) Cooper was
somehow privy to the Phoenix Project's investigative results even
before they were first put to paper; or, (2) the Phoenix Project
plagiarized Cooper's writings; or (3) the Phoenix Project's own
investigations drew on the same tainted and discredited sources as
Cooper apparently did in compiling his own materials.  Whichever one
you pick, it's not a pretty picture.
But it gets worse:
PP> The basic information revealing the existence of
PP> Operation Majestic-12, the crashed UFOs, alien beings,
PP> and their secret bases within the United States, was
PP> obtained through the Freedom of Information Act from the
PP> files of the CIA, NSA, FBI, State Department, the U.S.
PP> Air Force.
This is utter nonsense, as any perusal of published FOIA documents on
UFOs would quickly reveal.  FOIA requests have forced the government to
disgorge many hundreds of pages of UFO documents over the years, but
they provide little if any support for the existence of Operation
Majestic Twelve, crashed saucers, alien beings, or secret bases.  If
the Phoenix Project is relying on already published documents as their
source for this claim (e.g., "The UFO Cover-UP" by Lawrence Fawcett and
Barry Greenwood, or "Above Top Secret" by Timothy Good), then clearly
they have not examined them very carefully.  On the other hand, if the
project really does have such explosive FOIA documents in its
possession, let's see them; their publication would do more to
establish the project's credibility than anything else it could
possibly do short of producing a live alien.
PP> PROJECT GRUDGE:  This project was originally
PP> established in 1953, by order of President Eisenhower and
PP> is under the control of the CIA, NSA, and MAJI.  Project
PP> Grudge went underground and another project, Project
PP> Sign, was established as a cover operation.   In 1960, the
PP> Project's name was changed from Project SIGN to Project
PP> Bluebook.
This is demonstrably and totally wrong.  Project Sign was established
first, in 1947, and it was under the control of the Air Force, not the
CIA.  The name was changed to Project Grudge in 1949, and to Blue Book
in 1952-- not 1960.  (For details, see "The Report on Unidentified
Flying Objects" by Edward J. Ruppelt, who headed the project from 1951
to 1953.)  The exact dates slide around a little bit depending on
whether you're talking about when the decision was made, when the order
was signed, or when the order became effective; but the differences are
on the order of months, not decades!  How could the Phoenix Project's
experienced intelligence agents make so many ludicrous errors in a
single paragraph?
<<..Continued from previous message>>
In fact, this whole business was such an embarrassing mess that the
Phoenix Project issued a "correction" document to try to straighten it
out.  But, ironically, the correction is also wrong--just less
obviously so.
We could go on, but I think you get the point.  The "Ultimate Secret"
report is, at best, a rehash of other people's garbage.  At worst, it
is a deliberate effort to confuse and disinform.
PP> We actively encourage other serious investigators to use the
PP> information we have provided as a basis for conducting their own
PP> inquiry and to carry-on our effort.  Can you, Mr. Corbin, or
PP> ParaNet, or Mufon, make the same claim.  Or, is it true that the
PP> results of critical investigations are held sacred by the elite
PP> leadership of these organizations, and are not shared with the
PP> member's of their organizations or the public?
We can't speak for other organizations, but in the case of ParaNet we
have always made our results public as soon as our investigations are
complete.
PP> In your message, you insinuate that because of our past military
PP> and intelligence backgrounds, our area of expertise so-to-speak,
PP> that the motives of the Phoenix Project are suspect.  You further
PP> insinuate that we are possibly government operatives attempting to
PP> send serious researchers off on a variety of wild goose chases.
Given the prior history of government disinformation in ufology, most
of it purveyed by active or former intelligence agents and their
victims, anyone who (1) purports to have a military intelligence
background, (2) refuses to divulge their identity, and (3) propagates
known disinformation as reliable intelligence (whether deliberately or
not) should expect his motives to be considered suspect until proven
otherwise.  It is extremely naive of you to think it would happen any
other way.
PP> If anyone needed assurance that the truth regarding UFO's will
PP> remain a deep, dark, secret -- they can rest secure in the
PP> knowledge that you, are on the job.  There are any number of
PP> government agencies who would welcome you with open arms.
PP> Expect some offers.
Sorry, none so far.  We'll let you know if we get any.
PP> We are sure that the honest and sincere members of ParaNet and
PP> other UFO investigative organizations (and there are many) must be
PP> seriously considering whether your qualifications, fitness and
PP> investigative ability warrant your continuance in a position of
PP> leadership within what used to be a respected research
PP> organization.
Exactly the opposite, actually.  Most of our people are grateful for
the warning, and are coming to the same conclusions as we did.
PP> Instead of making an honest attempt to validate or
PP> disprove our findings regarding the subjects mentioned -- missing
PP> the point completely, you chose to become obsessed with determining
PP> the identity of Phoenix Project personnel. For what reason?  Do you
PP> intend to judge the validity of the information based on the
PP> credentials of those providing it?  Some people would interpret
PP> that as putting the cart before the horse.
And some people would interpret it as a determination not to fall prey
to the same fate as far too many others in this field, who trusted
strangers too easily and ended up wasting years chasing wild geese--or
worse.
PP> Explain to us how or
PP> why the credentials of our investigators, or their identity, have
PP> any bearing on the validity of the information.  Either the
PP> information is true or it isn't.  It's as simple as that, or does
PP> that simple fact escape you.
The credentials of your investigators have a strong bearing on whether
or not it is even worth the trouble to examine your "information".
Anybody can sit down for a few hours at a word processor and cook up
reams of tittilating "information" about almost any subject under the
sun.  But unless there is good reason to think there might be something
to it, it's a fool's errand to try to chase it all down.
It's like this:  If ordinary claims come from an anonymous source, they
may be assigned some measure of trust simply because they accord with
everyday experience.  If extraordinary claims come from a reputable
source, they may be assigned some measure of trust simply because of
the proven track record of the person making the claims.  But when
extraordinary claims originate from an anonymous source, they generally
are given no credence at all, because there is simply no reason to
believe they are true.  Life is too short to chase every wild goose
that comes cackling along.  There must be *some* reason--either in the
plausibility of the claim or the authority of the claimant--to think
it's worth the trouble.  You have provided neither one.
PP> How can we, or others, be assured of your motives. One does
PP> not need a brilliant mind to envision a scenario where the
PP> information the Phoenix Project has released is discredited because
PP> of an act of character assignation.
Please explain what "character assignation" is, and then maybe we can
envision the scenario you have in mind.
PP> Suppose we asked these questions -- would you be prepared to
PP> respond to them?  Who are you?  What are your credentials?  Who are
PP> those holding positions of leadership in ParaNet?  What are their
PP> qualifications and credentials?  How do we know that you or ParaNet
PP> are not controlled by government operatives?  What qualifications
PP> are required to hold a position of leadership within ParaNet?
There has never been any secret about what ParaNet is or who it
consists of.  Lists of ParaNet nodes and their sysops have been posted
to the net on several occasions.  Anyone who wants to follow the
ParaNet BBS echoes can log in to a local ParaNet node, receive the echo
digests over the net, or download them from our FTP archives.  All
postings are signed with the user name and node ID of the originator.
All articles in Continuum, ParaNet's quarterly magazine, are signed by
the authors.  I'm sorry to disappoint you, but neither our personnel
nor our purposes are in any way secret or mysterious.
PP> We were unaware that anyone had ever attempted to create a
PP> corporation in Nevada calling itself the Phoenix Project.  Due to
PP> the nature of our work, and to protect the identity of our
PP> personnel it would be a foolish endeavor. We never made an attempt
PP> to incorporate our organization in any State.
The incorporation issue originally came up because we were trying to
track down your trademark registration.  We have been unable to find
any such registration, yet at the beginning of each of your reports you
explicitly state that "all publications of the "Phoenix Project" bear
the Project's Logo (a registered trade-mark)."  Is that a lie?  It
certainly seems that a trademark registration of the project logo would
be almost as much of a threat to "the identity of your personnel" as
incorporation would be.
PP> You suggest a possible link between our organization and America
PP> West.  Sorry about that, but you're dead wrong.  It has come to us
PP> from several sources that we're not on their list of favorite
PP> people.  We will take this opportunity to categorically deny that
PP> we have any affiliation with America West, their publication the
PP> "Phoenix Liberator," or any other publication they provide.
PP>
PP> Do not expect us to respond to the other coincidences,
PP> suppositions, insinuations or innuendoes contained in your message.
Why?  Perhaps because there are other "insinuations" that cannot be
truthfully denied?  As a matter of fact, we now have solid confirmation
of another one of our "insinuations"--i.e., the fact that the Richard
Miller who owns Advent Publishing is indeed the same Richard Miller who
used to channel "Hatonn".  That confirmation came from none other than
Mr. Miller himself.  So I guess we're not doing too badly.
In consideration of your explicit denials of any ties to America West,
and in view of the additional information provided privately by Mr.
Miller, we withdraw our previous suggestion of possible connections
between the Phoenix Project and the America West/Phoenix Liberator
operation.  As we stated before, those suggestions were tentative
pending further investigation, and further investigation has not
uncovered any additional evidence to support them.  Unfortunately, this
is the kind of burden that the Phoenix Project inevitably took on when
it chose to publicly portray itself as a clandestine organization.
PP> Since you brought up America West and The "Phoenix Liberator," why
PP> not turn your investigative abilities loose on their organization.
PP> Just suppose that Milton Cooper is, quietly, linked to their
PP> organization. That should intrigue you.
It does, if true.  We also find it intriguing that you are, apparently,
using Cooper's material without attributing it to him--thereby lending
it credibility when there is every indication that it is completely
bogus.
PP> Equally intriguing, is
PP> where their funding comes from - not the obvious subscription
PP> income - the covert funding.  Or, how about the busy and numerous,
PP> off premise, writers that prepare the volumes of "Hatonn" material,
PP> and their use of high-speed modems to provide the copy for each
PP> weekly issue of the "Phoenix Liberator" and the dozens of books
PP> they produce. In our supposition, we're talking about a big-time
PP> operation. You might also check out their printing facilities,
PP> distribution centers, and world-wide circulation.  Equally
PP> fascinating is their sudden rise, in a few short years, to the top
PP> of the New Age Movement.  You might even think to ask yourself, why
PP> the New Age Movement?  What possible connection is there with
PP> covert government UFO activities, or a New World Order, with the
PP> New Age Movement?  The answer to that might be revealed, if you dig
PP> deep enough, and discover high-speed modem links between their
PP> headquarters and certain organizations located at Langley and Ft.
PP> Meade.  Yes, if you really dig, you might uncover all kinds of
PP> interesting things about America West.
Thanks for the tip.
PP> As to your effort in trying to identify staff personnel of the
PP> Phoenix Project -- good luck.  However, we do have to admit that
PP> you may get lucky and hit on a couple of them.  However, since
PP> there are many, it is doubtful you will ever get beyond that point.
Our only interest in the personnel of the Phoenix Project is to
determine whether the Project has a hidden agenda, and whether it is
covertly linked to other organizations whose agendas are known.  That
interest was made necessary by the Project's clandestine nature and
consequent lack of public accountability.  You brought it on
yourselves, and your continuing hostility and evasiveness suggest that
we were not entirely mistaken in our suspicions.
Our investigation continues.  We'll let you know what we find out.
           Copyrighted Radio Transmissions from Aliens
                            Abstract
    K-2; the alleged alien base in the Plumas National Forest is
branded a hoax by default when the recorded radio transmission is
found to be a copy of a tape which was available in bookstores
across the country.
                            Key Words
Phoenix Project,K-2,Underground Base,Alien,Plumas National Forest
Pilot Point, PP report #920627, hoax
    From the moment I became aware of the Roswell case I have
maintained an ongoing interest in crashed ufos, direct contact,
and abductions. I tend to be more open to statements than some,
taking an innocent until proven guilty attitude, rather than the
more adversarial "show me" stance. ( I am not from Missouri ).
This means I listen to everything. I save everything. I cross
index everything. But I challenge very little. The jury remains
out until something is produced which can withstand the
scientific method, or is good enough to go before a courtroom
judge. The result is a very large "wait and see" file, and
occasionally a solidly closed case.
    My wait and see attitude combined with a healthy dose of dumb
luck has permitted me to move the K-2 report squarely from the
wait and see file into the closed section. Cross indexed under
HOAX.
    I have closely monitored the netmail concerning the K-2
report since the story first broke in June. Direct e mail
with the spokesman for the Phoenix Project and conversations with
other interested parties have consumed a sizeable portion of my
storage space. Yet I remained unwilling to send the Phoenix
Project the money it desired for an original copy of the reports.
    Conversations with David Brune led to an arrangement for him
to send me his copy of the K-2 report along with a copy of the
taped radio transmission which led the Phoenix Project to
investigate the K-2 site to begin with. I received the packet in
early October and was surprised to find the contents of the tape
familiar to me.
    It should be noted that the tape received from David is
labeled K-2 Radio Transmission Monaural (58:20) and was associated
with a descriptive paper noting its origin having been recorded
on June, 5, 1989 at 0200 PDT from shortwave frequency 16.222
Megahertz at Forbestown, California. A note  from the technical
data states that "Oscilloscope observation of the recorded signal
reveals the presence of pulsed digital information impressed on
the predominant analog audio signal components". It then goes on
to say that "This digital data may be encrypted".
    This description of the K-2 radio transmission is
inconsistent with my own findings. The actual contents of the K-2
tape are a monaural reproduction of a tape which I purchased
several years ago from a local bookstore. I am happy to say that
after some digging in my garage I was able to locate my STEREO
commercial production tape, and that it is still in good
condition. My own tape is labeled ASTRAL SOUNDS and was
copyrighted 1973 by The American Research Team. The tape was
distributed under license by POTENTIALS UNLIMITED, INC.
Potentials Unlimited marketed a wide variety of self help/self
hypnosis/subliminal message tapes in the late eighties. Their
products were available in the big chain bookstores such as
Waldons and B Daltons. The original intent of the ASTRAL SOUNDS
tape was to synchronized sound with brain wave frequencies for some
interesting effects during listening/meditation.
    Both tapes have been donated to Paranet for the listening
pleasure of serious researchers. If you have been considering
purchasing ANYTHING from the PHOENIX PROJECT. I strongly advise
you to reconsider.
