767-5021  The  Air  Force Office of Scientific Research (AFOSR) is inviting
white papers from universities for a fiscal year 1995 competition for a new
Partnership  for  Research  Excellence  and Transition (PRET) Program. This
program  is  designed  to broaden the university base in support of defense
research,  strengthen  the university-industry cooperation, and improve the
US competitiveness in areas of dual use. The goal of the program is to fund
quality  research  and  concurrently  establish  and  support  a deliberate
exchange of scientific manpower between academia and industry, i.e. faculty
and  students  working at industry and/or industrial researchers working at
academia.  Only  universities  are invited to submit. Funds will be awarded
through  AFOSR.  It is anticipated that this program will cover a period of
five (5) years beginning in FY 95. The funding amount anticipated for FY 95

Year   1995''.  (Hereafter  referred  to  as  the  brochure.)  White  paper
evaluation  and selection criteria will be: a) The scientific and technical
merit  of  the  proposed  research;  b)  The potential contributions of the
proposed  research  to  the  mission  of  the  Air  Force;  c) The proposed
interface  between university and industry for the purpose of transitioning
the  generated  new  knowledge  base,  d)  The qualification, capabilities,
experience  and  past  research  accomplishments  of the proposed principal
investigator,  team  leader and key personnel who are critical to achieving
the  objectives  of  the  proposal;  e)  The potential to contribute to the
education of future scientists and engineers, f) Realism and reasonableness
of cost. White papers must be received by AFOSR no later than 3:00 PM local
time  on  21 October 1994 and will undergo a technical evaluation described
in  the  brochure.  White papers received at AFOSR after this time and date

based  on the outcome of the review. All information on the preparation and
submission  of  proposals  including technical and financial content can be
found  in the brochure. Proposers are cautioned to follow the guidelines of
the  brochure  since  any  deviations  from those guidelines may render the
proposal ineligible. Proposals are sought for research efforts in the range
of  $500,000 to $750,000 per year with the potential for five year funding.

INTRODUCTION

The National Defense Authorization Act for Fiscal Year 1994 authorized the
continuation of programs which assist HBCU/MIs in building their capacity to
participate in defense research activities.  Earlier legislation, P.L.
101-510, Section 832, (10 U.S.C. 2323(c)(3)) authorized specific types of
assistance the Department may provide to enhance programs and capabilities
at these institutions in scientific disciplines critical to the national
security functions of the Department and to increase the number of
underrepresented minority graduates in the fields of science, engineering,
and mathematics.

This solicitation represents three separate programs offered by the Army,
the Navy, the Air Force, and the Advanced Research Projects Agency (ARPA).
Congressionally approved funds for the DoD Infrastructure Support Program
total $14.7 million in FY94, and $15 million is anticipated in FY95.
Approximately $5.7 million will be applied to continue the education
programs initiated at HBCUs and MIs in the earlier FY92/FY93 DoD
Infrastructure Support Program. The remaining $24 million will be available
for new awards under this announcement, which comprise three separate
program areas, namely:

Research Consortium Program, sponsored by the Army Research Office (ARO),
provides funding for two consortia in each of which a single HBCU/MI will
form the "hub" of a structure which will include other research and
educational organizations as satellite partners. The latter will consist of
other HBCUs or MIs, majority universities, industry, and Army laboratories.
Each consortium will be funded at an annual level not to exceed $2 million
per year.  A complete description of this program appears in Section III.

Instrumentation Program, sponsored jointly by the Office of Naval Research
(ONR) and the Advanced Research Projects Agency (ARPA), provides for the
acquisition of research and educational-use instrumentation in the range of
$40,000 to $400,000.  Emphasis is on instrumentation which will enhance the
ability of HBCU/MIs to perform research which is of interest to the
Department of Defense and to increase the number of underrepresented
minority graduates in the fields of science, engineering, and mathematics.
A complete description of this program appears in Section IV.

Centers for Future Aerospace Science and Technology (FAST), sponsored by the
Air Force Office of Scientific Research, provides for the establishment of
several centers selected from the special topic areas described in Section
V.  This program could provide support for up to six years and funding up
to $3.6 million over the six-year period.
